Private Advertiser in Malaysia seeks a Pre-Project Planning Manager/Assistant Manager to lead property development projects from inception to completion. You will oversee planning, design development, authority submissions, and cross-functional coordination to ensure timely, on-budget delivery.
Requirements include a degree in Architecture/Engineering/Construction Management and a minimum of 8 years in property development or project planning.
We are seeking an experienced and Pre-Project Planning Manager / Senior Manager, to lead and manage the Company's property development projects from inception to completion. This role is responsible for overseeing project planning, design development, authority submissions, project implementation, and cross-functional coordination to ensure successful project delivery.
Key Responsibilities
Lead the overall planning, development, implementation, and execution of property development projects from land acquisition through project completion and CCC.
Conduct project feasibility studies, market research, financial evaluation, project budgeting, and cash flow analysis.
Coordinate and manage project planning, conceptual design, product development, and master planning.
Liaise with architects, engineers, consultants, surveyors, contractors, and relevant authorities to obtain all required approvals, permits, and licences.
Coordinate project implementation and monitor development progress to ensure projects are delivered according to approved schedule, quality, and budget.
Lead consultant coordination meetings and provide technical guidance throughout the project lifecycle.
Work closely with the Contract, Construction, Sales & Marketing, Customer Care, Finance, and Legal departments to ensure smooth project execution.
Support Sales & Marketing in project launches by coordinating product information, approvals, sales documentation, and development timelines.
Review architecture drawings, ID drawings, and technical plans; highlight design issues, practicality and compliance.
Prepare project proposals, business cases, feasibility reports, and presentations for Management.
Monitor project risks and recommend appropriate mitigation strategies.
Ensure compliance with all relevant statutory requirements, company policies, and industry standards.
Requirements
Degree in Architecture, Engineering, Construction Management, or related field.
Minimum 8 years experience in property development, project planning or project coordination.
Strong knowledge of architectural drawings and interior design (ID) plans.
Good understanding of developer submission procedures to authorities (e.g. planning, technical, building plan submissions).
Familiar with local regulations, guidelines and authority requirements.
Experience in feasibility studies, budgeting, project planning, and project implementation.
Strong knowledge of the entire property development process from land acquisition to project completion.
Able to manage multiple projects simultaneously.
Strong communication, analytical and problem-solving skills.
