MIDLANDS CITY SDN BHD is seeking a results-driven leader to manage comprehensive property development projects from planning through completion. You will drive master schedules, budgets, risk assessments, and coordination with consultants and contractors to ensure on-time, within-budget delivery.
The role requires 5–10 years in property development or construction, strong QA/QC knowledge (CONQUAS, QLASSIC, CCC, VP), and excellent stakeholder management.
Lead and manage property development projects from planning, design, construction, and completion.
Develop and monitor project master schedules, budgets, and implementation plans to ensure timely project delivery.
Evaluate project feasibility, risks, and resource requirements, and recommend appropriate solutions.
Ensure projects are completed within approved budgets, timelines, and quality standards.
Monitor construction progress through regular site inspections to ensure compliance with approved drawings, specifications, quality standards, and safety requirements.
Resolve technical, contractual, and operational issues arising during project implementation.
Ensure project quality complies with QA/QC requirements, CONQUAS, QLASSIC, PQP, and company standards.
Oversee defect rectification works and ensure timely project completion leading to CCC and Vacant Possession (VP).
Lead the appointment, coordination, and performance management of consultants, contractors, and other project stakeholders.
Review design submissions, construction drawings, technical specifications, and project documentation.
Chair project coordination meetings and monitor follow-up actions.
Evaluate consultant and contractor performance to ensure contractual obligations are fulfilled.
Manage tendering exercises, contract administration, procurement, and consultant appointments.
Review progress claims, variation orders, extension of time (EOT) applications, and project cost reports.
Monitor project expenditures and implement cost control measures to ensure projects remain within budget.
Recommend value engineering initiatives to optimise project costs without compromising quality.
Liaise with the Ministry of Housing, local authorities, utility providers, and statutory agencies to obtain all necessary approvals.
Ensure compliance with all regulatory requirements throughout the project lifecycle.
Coordinate authority inspections and submissions leading to CCC and project completion.
Participate in project feasibility studies, product planning, design development, and pricing strategies.
Review design proposals and recommend improvements to enhance functionality, quality, cost efficiency, and marketability.
Work closely with consultants to ensure design intent is effectively translated during construction.
Build and maintain effective relationships with consultants, contractors, authorities, purchasers, and internal departments.
Manage customer feedback and ensure homeowners' complaints and defect issues are resolved within agreed service standards.
Coordinate the handover of common property to the relevant authorities or management bodies.
Prepare and present project progress reports, risk assessments, budget updates, and management reports.
Supervise and mentor Project Executives and junior team members.
Allocate tasks, monitor team performance, and provide guidance to ensure project objectives are achieved.
Promote continuous improvement in project management processes and best practices.

Bachelor’s Degree in Civil Engineering, Construction Management, Architecture, or related field
Minimum 5–10 years of experience in property development or construction industry
Candidates with property developer experience will be given priority.
Proven experience managing end-to-end development projects (residential, commercial, or mixed-use)
Strong knowledge of local authority submission processes, regulations, and compliance requirements
Good understanding of QA/QC standards, CONQUAS, QLASSIC, CCC, Vacant Possession (VP), and defect management processes.
Experience in contract management, cost control, and project planning
Strong leadership, coordination, and stakeholder management skills
Ability to manage multiple projects and work under pressure to meet deadlines
Excellent problem-solving and decision-making abilities
Good communication and reporting skills
Available for frequent travelling to other state
