Pembinaan Teguh Maju is seeking a QA/QC Engineer to plan, implement, and maintain QA/QC systems for an infrastructure project in Pasir Gudang, Johor. You will work with project teams, consultants, and contractors to ensure compliance with drawings, specifications, ITPs, and standards.

The QAQC Engineer is responsible for planning, implementing, monitoring, and maintaining the Quality Assurance and Quality Control (QA/QC) systems throughout the infrastructure project. The role ensures that all construction activities, materials, workmanship, and completed works comply with approved drawings, project specifications, method statements, inspection and test plans (ITPs), relevant standards, statutory requirements, and client requirements. The position works closely with the Project Manager, Construction Team, Consultants (JKR) Contractors, Subcontractors, Suppliers, and relevant authorities to identify quality risks, prevent defects, ensure timely inspections and testing, and maintain proper quality documentation throughout the project lifecycle.
A. Quality Assurance & Quality Control
Develop, implement, and maintain the project Quality Assurance / Quality Control Plan in accordance with project requirements.
Ensure all construction works are carried out in accordance with approved drawings, specifications, method statements, ITPs, and applicable standards.
Monitor construction activities to ensure compliance with approved quality requirements and project specifications.
Establish and maintain quality control procedures, inspection checklists, and quality records.
Conduct regular site inspections and quality audits to identify non-conformities, defects, and potential quality risks.
Ensure corrective and preventive actions are implemented effectively and within the required timeframe.
Monitor the quality performance of contractors and subcontractors.
B. Inspection & Testing
Coordinate and conduct inspections of construction works with Consultants, Client representatives, contractors, and relevant parties.
Prepare and issue Inspection Request (IR), Request for Inspection (RFI) and other relevant inspection documentation.
Coordinate material inspections, testing, sampling, and laboratory activities.
Ensure construction materials are tested and approved before being incorporated into the works.
Review and verify test results, inspection reports, and certificates to ensure compliance with project requirements.
Monitor testing activities such as concrete, soil, aggregate, asphalt, compaction, earthworks, drainage, roadworks, and other infrastructure-related works.
Ensure all inspection and testing activities are properly recorded and traceable.
C. Infrastructure Construction Quality
Monitor quality requirements for earthworks, roadworks, drainage, sewerage, water supply, utilities, structures, pavement works, and other infrastructure-related construction activities.
Ensure proper control of setting-out, levels, alignment, dimensions, materials, workmanship, and construction methods.
Verify that materials delivered to site comply with approved material specifications and approved samples.
Monitor concrete works including reinforcement, formwork, concrete pouring, curing, cube testing, and related quality requirements.
Monitor road and pavement construction including subgrade, sub-base, road base, asphalt works, and compaction.
Monitor drainage and utility installation works to ensure compliance with approved drawings and specifications.
Identify workmanship deficiencies and coordinate rectification works with the construction team.
D. Documentation & Quality Records
Maintain complete and accurate QA/QC documentation throughout the project.
Prepare and maintain Inspection & Test Plans (ITPs), Method Statements, Checklists, Material Approval Requests, Test Reports, Inspection Requests, NCRs, and Quality Reports.
Maintain material certificates, laboratory test results, calibration certificates, approved samples, and inspection records.
Prepare daily, weekly, and monthly quality reports as required.
Maintain proper records for audit and project handover purposes.
Ensure all quality documentation is properly controlled, updated, and submitted within the required timeframe.
Support the preparation of Quality Dossiers / Handover Documentation upon project completion.
E. Non-Conformance & Corrective Action
Identify, record, and monitor Non-Conformance Reports (NCRs).
Investigate quality issues and determine appropriate corrective and preventive actions.
Work closely with contractors and site teams to ensure NCRs are closed within the agreed timeline.
Monitor recurring quality issues and recommend preventive measures.
Participate in root cause analysis for major quality issues and defects.
Escalate critical or repeated quality issues to the Project Manager / Construction Manager.
F. Audit & Compliance
Conduct internal quality inspections and audits at project sites.
Participate in consultant, client, authority, and external quality audits.
Ensure project activities comply with relevant Malaysian Standards (MS), British Standards (BS), ASTM, JKR specifications, project specifications, and other applicable standards.
Ensure compliance with approved Quality Management System requirements.
Assist in preparing documentation and evidence required for audits and inspections.
G. Coordination & Stakeholder Management
Coordinate closely with Project Managers, Site Engineers, Construction Managers, Consultants, Architects, Contractors, Subcontractors, and Suppliers.
Attend site meetings, technical meetings, quality meetings, and coordination meetings when required.
Provide technical advice and guidance to site personnel regarding quality requirements.
Work with construction teams to resolve technical and quality-related issues.
Coordinate with consultants and clients regarding inspection schedules, approvals, testing, and quality matters.
H. Project Handover
Ensure all outstanding quality issues, defects, and NCRs are properly closed before project handover.
Coordinate the preparation of quality documentation required for project completion.
Ensure test reports, inspection records, material certificates, as-built documentation, and other quality records are complete.
Support final inspections, testing, commissioning, and handover activities.
Assist in preparing the final Quality Dossier / Project Handover Documentation.
Degree/Diploma in Civil Engineering, Construction Engineering or related field.
Minimum 3 years of relevant QA/QC experience, preferably in civil or infrastructure projects.
Candidates with experience in property development, construction, roads, drainage, utilities or earthworks are encouraged to apply.
Good knowledge of construction drawings, specifications and inspection procedures.
Familiar with ITP, Method Statement, IR/RFI, NCR and quality documentation.
Good communication and coordination skills.
Able to work independently and as part of a site team.
Willing to be based at project site in Pasir Gudang, Johor / Ipoh, Perak, depending on project location.

Hands-on experience in QA/QC for civil or infrastructure projects.
Experience in site inspection and construction quality monitoring.

Familiar with construction testing, inspection records and quality reports.
Knowledge of JKR requirements, MS/BS standards or ISO 9001 will be an added advantage.
