1) Quality Surveillance & Compliance Monitoring
- Approved drawings;
- Project specifications;
- Approved Method Statements;
- Applicable codes and standards.
- Monitor ongoing construction activities and identify quality deviations at an early stage.
- Verify that hold points and witness points stipulated in the ITP are complied with.
- Verify that only approved materials are delivered and incorporated into the Works.
- Check material condition, storage and handling practices on site.
- Report any damaged, defective or non-conforming materials to the Senior QAQC Engineer (Lead).
3) Workmanship Monitoring
- Monitor workmanship quality for Civil, Structural and Architectural works.
- Verify that works meet approved quality standards and project requirements.
- Identify defects, deficiencies and quality issues requiring corrective action.
- Monitor rectification works and verify satisfactory completion.
4) Testing & Quality Verification
- Witness site tests, sampling and quality verification activities where required.
- Verify that testing activities are carried out in accordance with approved procedures and specifications.
- Review test results and notify the Senior QAQC Engineer (Lead) of any non-compliance.
5) Non-Conformance Monitoring
- Identify and report non-conforming works and materials.
- Assist in monitoring implementation of corrective and preventive actions.
- Verify closure of quality observations and NCR rectification works.
6) Documentation & Records
- Maintain daily quality surveillance records, inspection checklists and photographic records.
- Prepare quality observation reports and submit findings to the Senior QAQC Engineer (Lead).
- Assist in maintaining project quality records and supporting documentation.
7) Coordination & Communication
- Liaise with Site Supervisors, Site Engineers and Subcontractors on quality-related matters.
- Provide feedback on quality issues observed during site surveillance.
- Promote compliance with project quality requirements among site personnel.
Job Requirements
- Diploma or Bachelor’s Degree in Civil Engineering, Construction Management, Building Technology, Architecture, or a related field.
- Professional certifications in Quality Assurance / Quality Control (e.g., ISO 9001 QMS, QLASSIC/CONQUAS assessor certification) are an added advantage.
- Minimum 2 to 5 years of practical site-based QAQC experience in building construction, structural engineering, or architectural works.
- Proven track record in conducting routine site inspections, executing Inspection & Test Plans (ITP), material sampling, and non-conformance (NCR) tracking.
- Prior experience interfacing directly with Site Engineers, Subcontractors, and Senior QAQC Lead Engineers.
- Strong ability to read, interpret, and evaluate architectural/engineering drawings, approved Method Statements, and project specifications.
- In-depth understanding of construction material testing procedures, site storage practices, and local standard building codes.
- Proficient in reporting non-conformances, documenting daily site surveillance logs, and tracking defect rectifications to closure.
- Basic computer literacy (Microsoft Word, Excel) and familiarity with digital site inspection tools.
- Strong attention to detail with an uncompromising commitment to project quality standards and safety protocols.
- Clear verbal and written communication skills to report findings and liaise effectively across multi-disciplinary site teams.
