Job summary

VIZIONE HOLDINGS BERHAD is seeking a Procurement Specialist in Petaling Jaya to lead sourcing, purchasing, and supplier management for construction projects.

You will coordinate with Project, Site, Contracts, and Engineering teams to ensure timely delivery, optimize costs, and maintain compliance with SOPs and company policies.

Qualifications

• Diploma/Degree in Business Administration, Supply Chain Management, Procurement, Construction Management, or related field.
• Minimum 5 years of purchasing/procurement experience, preferably in construction/engineering.
• Hands-on with purchase requisitions/POs, supplier evaluation, negotiation and delivery coordination.
• Familiarity with construction materials, equipment and project specs; ERP systems and SQL is an advantage.
• Strong negotiation, communication, and interpersonal skills; able to work independently.

Responsibilities

• Oversee procurement of construction materials, M&E items, machinery, equipment, subcontractor works, and services based on project requirements and schedules.
• Plan and monitor procurement activities, including long-lead and critical items, to support timely project delivery.
• Review requisitions, quotations, and POs to ensure accuracy, competitiveness, and compliance with SOPs.
• Source, evaluate, and negotiate with suppliers, subcontractors, and vendors for cost savings and value for money.
• Support tender exercises, coordinating drawings, specs, material requirements, and commercial information.
• Coordinate with Project, Site, Contracts, QS, Engineering, and others on procurement requirements and delivery schedules.
• Monitor supplier/subcontractor performance and resolve cost, quality, delivery, and availability issues.
• Maintain relationships with suppliers, subcontractors, vendors, and project stakeholders.
• Monitor costs against budgets, identify cost-saving opportunities, ensure compliance with ISO/QESH and regulations, escalate risks.

Job description

Oversee procurement of construction materials, M&E items, machinery, equipment, subcontractor works, and services based on project requirements and schedules.

Plan and monitor procurement activities, including long-lead and critical items, to support timely project delivery.

Review purchase requisitions, quotations, and Purchase Orders to ensure accuracy, competitiveness, and compliance with Company procedures.

2. Sourcing & Negotiation

Source, evaluate, and recommend suitable suppliers, subcontractors, and vendors based on price, quality, capability, lead time, and reliability.

Lead negotiations on pricing, payment terms, delivery schedules, and other commercial terms to achieve cost savings and value for money.

Support tender and quotation exercises, including coordination of drawings, specifications, material requirements, and commercial information.

Coordinate with Project, Site, Contracts, QS, Engineering, and other departments on procurement requirements and delivery schedules.

Monitor supplier and subcontractor performance and resolve issues relating to cost, quality, delivery, and availability.

Maintain effective relationships with suppliers, subcontractors, vendors, and project stakeholders.

4. Cost, Compliance & Improvement

Monitor procurement costs against approved budgets and identify cost-saving and value-engineering opportunities.

Ensure procurement activities comply with Company SOPs, ISO/QESH requirements, project specifications, and applicable regulations.

Review procurement processes and recommend improvements to efficiency, cost, documentation, and supplier performance.

Prepare procurement updates and reports and **escalate** significant procurement risks or issues to Management.

Perform other duties and responsibilities assigned by the immediate superior.

Job requirements: -

Minimum Diploma/Degree in Business Administration, Supply Chain Management, Procurement, Construction Management, or a related field.

Minimum 5 years of purchasing/procurement experience, preferably in the construction industry, engineering, building materials, or project-based environments.

Hands-on experience managing purchase requisitions, purchase orders, quotation comparisons, supplier evaluation, negotiation, and delivery coordination.

Familiarity with construction materials, equipment, subcontracted services, drawings, and project specifications is an advantage.

Proficient in Microsoft Office and familiar with ERP or procurement systems. Experience with SQL system is an advantage.

Possess strong negotiation, communication, and interpersonal skills with a high level of integrity.

Able to work independently and manage procurement activities efficiently.
