The Project Engineer (Planning & Cost Control) is responsible for project planning, scheduling, cost monitoring, progress tracking, resource coordination and performance reporting throughout the construction and development of the spun pile manufacturing factory. During the construction phase, the position will work closely with the Project Manager, consultants, contractors, suppliers and internal departments to establish project schedules, monitor progress, control project costs and ensure timely completion of key project milestones.
Upon plant commissioning, the position will transition into a Production Planning & Cost Control role, supporting production planning, production scheduling, material and manpower coordination, manufacturing cost monitoring, productivity tracking and operational performance reporting.
Key responsibilities
A. Factory Construction & Project Execution – Construction & Factory Setup Phase
Project Planning & Scheduling
Develop and maintain the overall project master schedule for the factory construction and development.
Prepare detailed work programmes covering civil, structural, M&E, machinery installation, utilities, commissioning and other project activities.
Establish project milestones, activities, dependencies and critical paths.
Monitor planned versus actual progress and identify schedule delays.
Coordinate with contractors and project stakeholders to obtain regular progress updates.
Review contractors' work programmes and assess their alignment with the overall project schedule.
Update project schedules and recovery plans where delays occur.
Highlight critical activities and potential risks that may affect project completion.
Project Progress Monitoring
Track daily, weekly and monthly project progress against approved plans.
Collect progress information from contractors, consultants and internal project teams.
Prepare progress reports, dashboards and management updates.
Conduct site progress verification where required.
Monitor completion of key project milestones.
Identify delays, bottlenecks and resource constraints.
Recommend corrective actions and recovery measures.
Maintain accurate records of project progress and outstanding activities.
Cost Control & Budget Monitoring
Establish and maintain the project cost control system.
Monitor approved project budgets against actual expenditure and commitments.
Track costs relating to construction, equipment, machinery, M&E works, materials, contractors and other project-related expenditure.
Maintain a project cost register and commitment tracking system.
Monitor variations, additional works and potential cost overruns.
Review contractor claims, progress claims and variation orders from a cost-control perspective.
Assist in evaluating the financial impact of project changes.
Prepare cost reports and highlight significant variances to management.
Support forecasting of the Estimated Cost at Completion (EAC).
Ensure project expenditure remains within the approved budget.
Resource Planning & Coordination
Monitor project manpower, equipment, materials and contractor resources.
Coordinate resource requirements with contractors and project teams.
Identify potential resource shortages that may affect project progress.
Monitor utilisation of major project resources.
Coordinate with Procurement and relevant departments to ensure materials and equipment are available according to project requirements.
Support planning for machinery delivery, installation and commissioning activities.
Contractor & Stakeholder Coordination
Coordinate with main contractors, subcontractors, consultants, suppliers and equipment vendors.
Participate in project coordination meetings.
Follow up on outstanding actions and ensure timely closure.
Monitor contractor performance against agreed schedules and deliverables.
Assist in resolving schedule, resource and coordination issues.
Maintain clear communication between project stakeholders and internal departments.
Identify potential project risks affecting cost, schedule, resources and completion.
Maintain a project risk and issue register.
Monitor critical project dependencies and constraints.
Escalate significant delays, cost risks and project issues to management.
Assist in developing mitigation and recovery plans.
Monitor the implementation and effectiveness of corrective actions.
Project Reporting & Documentation
Prepare weekly and monthly project progress reports.
Maintain accurate project records and supporting documentation.
Ensure project schedules, cost reports and progress records are updated regularly.
Support preparation of management presentations and project review reports.
Authority Liaison and Documentation Subs‑mission
Manage full‑cycle preparation, review, and timely submission of all statutory and project documentation.
Act as the primary focal point and build strong relationships with government authorities, councils, and external agencies.
Secure approvals, permits, and clearances by ensuring all deliverables fully comply with regulatory frameworks and technical guidelines.
Monitor submission statuses and proactively resolve any queries or bottlenecks raised by external authorities.
Production Planning
Develop daily, weekly and monthly production plans based on customer demand, sales orders and factory capacity.
Coordinate production schedules with Production, Sales, Logistics, Quality and other relevant departments.
Plan production according to available machinery, manpower, materials and production capacity.
Monitor production output against the approved production plan.
Identify production bottlenecks and capacity constraints.
Recommend adjustments to production schedules to maximise factory utilisation.
Support production planning for different spun pile sizes, specifications and product requirements.
Monitor production lead times and order fulfilment.
Material & Resource Planning
Coordinate production material requirements with Procurement, Stores and Production.
Monitor availability of key raw materials such as cement, steel reinforcement, prestressing wire, aggregates and other production materials.
Support material requirement planning based on production schedules.
Monitor inventory levels and identify potential shortages or excess stock.
Coordinate manpower requirements based on production volume and shift arrangements.
Monitor utilisation of production equipment and resources.
Production Cost Monitoring
Monitor manufacturing costs against approved production budgets and targets.
Analyse actual production costs against standard or budgeted costs.
Identify significant cost variances and investigate the causes.
Support the development and monitoring of product cost standards.
Identify opportunities to reduce manufacturing costs without compromising quality or safety.
Capacity & Productivity Planning
Analyse factory production capacity based on machinery, manpower, working hours and production requirements.
Identify capacity constraints and recommend improvement measures.
Support production expansion and capacity planning.
Monitor utilisation of production lines and major equipment.
Evaluate the impact of overtime, additional shifts and manpower changes on production costs and capacity.
Support management in evaluating new production requirements and operational investments.
Operational Coordination
Coordinate closely with Production, Maintenance, Quality, Procurement, Warehouse, Logistics and Sales.
Ensure production plans are aligned with material availability and customer requirements.
Follow up on production delays and constraints.
Participate in production review meetings.
Support continuous improvement initiatives across the factory.
Minimum Qualification, Requirement and Experience:
Bachelor's Degree in Engineering, Industrial Engineering, Manufacturing Engineering, Mechanical Engineering, Civil Engineering, Quantity Surveying, Project Management, Operations Management or a related discipline
3-7 years of relevant experience in project planning, project control, cost control, manufacturing planning, production planning or operations
Experience in factory construction or industrial project development is highly advantageous
