Job description

The position will initially serve as the Project Engineer (M & E) during the construction and setup of PMW Winabumi's new factory, with responsibility for coordinating and overseeing all mechanical and electrical works throughout the project.

The incumbent will act as the key coordination point between the Company, main contractor, M&E subcontractors, consultants, project team, and other stakeholders to ensure that M&E works are properly planned, coordinated, installed, tested, commissioned, and handed over in accordance with approved designs, specifications, quality standards, safety requirements, and the overall construction schedule.

Upon completion and commissioning of the new factory, the position will transition into the Maintenance Department as a Maintenance Engineer, taking responsibility for overseeing the factory's maintenance activities and ensuring the reliability, availability, safety, and efficient operation of its mechanical, electrical, utility, production, and engineering systems.

The role therefore requires an individual who can successfully manage both project-stage M&E coordination and post-construction engineering and maintenance operations.

Summary of Duties / Responsibilities:
A. M&E Coordination – Construction & Factory Setup Phase
Design & Planning Coordination

Review production line and general M&E design drawings, specifications, and coordinate actual site construction works in compliance to the prescribed specifications.

Identify and resolve clashes between architectural, structural, and M&E services during pre-construction and construction phases.

Coordinate with consultants (M&E engineers) and subcontractors to finalize detailed shop drawings and methodologies.

Develop and monitor the M&E project schedule, ensuring it integrates with the main construction program.

On-Site Coordination & Supervision

Oversee the installation of production line plants and all mechanical (HVAC, plumbing, fire protection) and electrical (power, lighting, controls, LV systems) services.

Chair regular M&E coordination meetings with subcontractors and other trades.

Ensure works are sequenced correctly to avoid conflicts and delays

Manage the interface between civil/structural works and M&E installations.

Quality & Technical Compliance

Inspect installations to ensure they meet approved drawings, specifications, and relevant codes/standards and local regulations.

Monitor material and equipment submissions for approval before installations.

Witness testing and commissioning of Production Line, M&E systems, ensuring procedures are followed.

Ensure proper as-built documentation is maintained.

Procurement & Resource Management

Assist in the procurement process for Production line, M&E packages, including technical evaluation of subcontractor bids.

Track delivery of Production line, M&E materials and equipment to align with the construction schedule.

Monitor M&E labor levels and productivity on site.

Documentation & Reporting

Maintain accurate M&E progress reports, RFI (Request for Information) logs, and change order tracking.

Document site instructions, non-conformances, and technical queries.

Compile and hand over O&M manuals, warranties, and as-built drawings at project closeout.

B. Maintenance Engineer – Post-Commissioning
Upon completion, testing, commissioning, and handover of the new factory, the position will transition into theMaintenance Department as a Maintenance Engineer.
Maintenance Management

Oversee the day-to-day maintenance activities for the factory's mechanical, electrical, utility, and engineering systems.

Develop and implement preventive and predictive maintenance programmes for plant equipment, machinery, electrical systems, utilities, and building services.

Coordinate corrective and breakdown maintenance to minimize equipment downtime and production disruption.

Monitor equipment performance, reliability, and maintenance history.

Establish appropriate maintenance schedules, checklists, inspection routines, and maintenance records.

Factory Equipment & Utilities

Oversee the maintenance of production machinery, electrical systems, compressors, pumps, motors, generators, water systems, and other factory utilities.

Support production teams in troubleshooting equipment failures and technical issues.

Identify recurring equipment problems and implement appropriate corrective and preventive actions.

Ensure critical equipment and spare parts are properly identified and maintained.

Coordinate external contractors, service providers, and specialist vendors for maintenance and repair works.

Review contractor work quality and ensure work is completed according to agreed specifications and safety requirements.

Coordinate servicing, inspection, testing, and certification of relevant equipment and systems.

Evaluate contractor performance and recommend improvements where required.

Safety, Compliance & Reliability

Ensure maintenance activities are carried out safely and in compliance with Company policies, applicable laws, regulations, and safety requirements.

Identify potential equipment and maintenance-related risks and implement appropriate mitigation measures.

Promote a proactive maintenance culture focused on equipment reliability and operational continuity.

Maintenance Planning & Improvement

Prepare annual and periodic maintenance plans and budgets.

Monitor maintenance costs, spare parts consumption, equipment downtime, and maintenance KPIs.

Identify opportunities to improve equipment reliability, energy efficiency, maintainability, and operational performance.

Recommend equipment upgrades, replacement, modification, or improvement projects where necessary.

Support continuous improvement initiatives to reduce breakdowns, downtime, maintenance costs, and operational risks.

Minimum Qualification, Requirement and Experience:

Degree or Diploma in Mechanical Engineering, Electrical Engineering, or Building Services Engineering.

Minimum [3-5] years of proven experience as an M&E Coordinator, M&E Supervisor, or Maintenance Engineer.

Experience with a main contractor or a dedicated M&E subcontractor is highly valued.

Technical Skills

In-depth knowledge of M&E systems, installation sequences, and commissioning procedures.

Strong ability to read and interpret complex M&E drawings.

Familiarity with building codes, standards, and regulations pertaining to mechanical and electrical works.
