Job summary

Jora Malaysia is seeking a Procurement Director to lead regional sourcing and execution for an expanding APAC hyperscale data centre platform. You will drive strategy, supplier partnerships and commercial outcomes while coordinating with Engineering, Operations and Finance.

The role requires 15+ years in CAPEX procurement, strong leadership, and deep knowledge of FIDIC/large-scale contracts. Mandarin/Malay language skills could be advantageous.

We are seeking an accomplished Procurement Director to lead procurement strategy and execution across a rapidly expanding APAC hyperscale data centre platform.

This is a high-impact leadership role at the intersection of data centre development, construction, engineering and commercial management. The successful candidate will lead regional procurement activities supporting major data centre projects and operational requirements, while working closely with global procurement leadership to translate enterprise strategies into effective regional sourcing and delivery.

The role will have significant influence across the project lifecycle — from procurement strategy, market engagement and tendering through to commercial negotiations, contract award, supplier performance and risk mitigation. You will work closely with Project, Engineering, Operations, Finance, Legal and senior business stakeholders to ensure critical equipment, services and construction packages are secured on time, at the right commercial value and to the required quality standards.

Key Responsibilities
  • Lead APAC procurement execution for hyperscale data centre development projects and operational requirements, ensuring alignment with business, project and regional objectives.
  • Translate global procurement strategies and category plans into effective regional sourcing and procurement programmes.
  • Establish procurement strategies for major CAPEX and construction packages, incorporating market conditions, project requirements, commercial considerations and supply‑chain risks.
  • Drive end-to-end sourcing activities including RFIs, RFQs, RFPs, tendering, bid analysis, commercial evaluations, negotiations and contract awards.
  • Partner closely with project teams to establish procurement schedules, track critical milestones and proactively address issues that could affect project cost, programme or quality.
  • Lead procurement across major construction packages, MEP equipment, fit‑out works, professional consultancy services, maintenance contracts, MRO and other operational categories.
  • Provide commercial and procurement leadership across construction contracting models including FIDIC, GMP, Lump Sum, EPC and other relevant delivery frameworks.
  • Lead supplier and contractor negotiations, ensuring commercially competitive outcomes while appropriately balancing cost, programme, quality, risk and operational requirements.
  • Develop and manage strategic supplier relationships across APAC, including supplier qualification, performance management, development and continuous improvement.
  • Identify opportunities for cost optimisation, value engineering, supply‑chain efficiencies and procurement savings without compromising project delivery or technical requirements.
  • Establish early‑warning mechanisms for procurement and supply‑chain risks, developing mitigation strategies for potential disruptions, long‑lead items, supplier capacity constraints and market volatility.
  • Review commercial terms, pricing structures, contractual obligations, claims, variations and supplier performance to protect the company's commercial interests.
  • Work closely with Legal and Finance to ensure robust contract governance, compliance and financial control throughout the procurement lifecycle.
  • Provide procurement recommendations, commercial assessments, business cases and approval papers to senior management.
  • Develop and maintain procurement dashboards covering spend, savings, commitments, supplier performance, procurement milestones, risks and key performance indicators.
  • Monitor project budgets, commitments, purchase orders and procurement activities to maintain strong commercial discipline and governance.
  • Build, lead and mentor the regional procurement team, strengthening capability, succession planning and a high‑performance culture.
  • Act as a trusted procurement business partner to senior stakeholders and project leadership, providing commercially grounded advice and solutions to complex procurement challenges.
  • Support the wider growth strategy of the APAC platform by establishing scalable procurement practices, supplier networks and sourcing capabilities across new markets.
Key Requirements
  • Bachelor's or Master's degree in Engineering, Supply Chain, Procurement, Business Administration or a related discipline.
  • 15+ years of procurement experience, with substantial exposure to project, construction and CAPEX procurement.
  • Strong experience within hyperscale data centres, mission‑critical infrastructure, construction, industrial or large‑scale infrastructure environments.
  • Engineering background would be advantageous.
  • Proven track record managing complex, high‑value procurement packages for major capital projects.
  • Strong understanding of construction and commercial contracting models, including FIDIC, GMP, Lump Sum, EPC and related frameworks.
  • Extensive experience across RFx, tender management, commercial evaluation, negotiation, contract award and supplier relationship management.
  • Demonstrated experience managing strategic suppliers, contractors, consultants and regional vendor relationships.
  • Strong commercial judgement, with the ability to balance cost, risk, programme, quality and technical requirements.
  • Experience working across APAC markets and navigating different supplier, contractor and procurement environments.
  • Strong understanding of data centre‑related supply markets, particularly construction, MEP and critical infrastructure procurement.
  • Excellent stakeholder management skills, with the confidence to influence project teams, functional leaders and senior management.
  • Strong analytical, reporting, forecasting and problem‑solving capabilities.
  • Demonstrated ability to identify emerging procurement risks and develop practical mitigation strategies.
  • Hands‑on experience with ERP and procurement platforms such as Oracle, SAP, NetSuite or equivalent systems.
  • Advanced Microsoft Excel and PowerPoint skills, with experience using procurement analytics and reporting tools.
  • Comfortable operating in a fast‑paced, multicultural and matrix organisation.
  • Strong leadership presence, ownership and accountability, with a clear focus on delivery and results.
  • Fluency in English; Mandarin and/or Malay language capabilities would be advantageous.
