Wing Tai Malaysia Property Management Sdn Bhd in Malaysia is seeking a Manager/Senior Executive, Cost & Contract to lead cost, contract and commercial management across building projects. The role covers tendering, cost planning, budgets, variances and final accounts, with close coordination with QS consultants and contractors.
The ideal candidate holds a diploma or degree in quantity surveying or related field, with 5+ years in relevant roles and leadership capability for potential advancement.
Job Responsibilities
Manage contractor pre-qualification and tender exercises, including preparation and review of tender documentation, evaluation of tender submissions and preparation of recommendations to Management.
Prepare and/or review quantity take-offs, cost estimates, cost plans and Bills of Quantities to support project budgeting and procurement, ensuring accuracy and consistency of cost information.
Monitor project budgets, committed costs, variations, forecasts, cash flow and cost-to-complete to ensure construction costs remain within approved budgets.
4. Payment Certification & Site Valuation
Attend site valuations with QS consultants and contractors to verify work progress and assess payment claims.
Review and recommend contractors' and consultants' payment certificates based on verified work progress and contractual requirements.
5. Variation & Claims Management
Review, verify and evaluate variation orders, claims, extensions of time and other contractual/commercial submissions, including assessment of quantities, rates and cost implications.
Coordinate and monitor QS consultants and contractors on cost and contract matters, including reviewing, verifying and challenging commercial submissions and recommendations where appropriate.
Monitor their performance and deliverables and ensure commercial matters are addressed in a timely manner.
7. Final Accounts
Review and verify Final Accounts to ensure all variations, claims, payments, rates, quantities and contractual adjustments are properly accounted for.
Identify commercial risks, potential cost overruns and opportunities for cost optimisation and value engineering, and recommend appropriate mitigation measures.
9. Stakeholder & Project Coordination
Participate in Client, Consultant and Site Coordination Meetings and coordinate with project stakeholders to resolve cost, contractual and commercial matters.
Prepare and present cost reports, financial updates, forecasts and commercial recommendations, and provide commercial and contractual advice to project teams and Management on procurement, cost control, contractual matters and project financial performance.
Undertake other duties and responsibilities as assigned by Management.
Job Requirements
Diploma or Bachelor's Degree inQuantity Surveying, Construction Management, Contract Management or a related discipline.
Minimum 5 years of relevant experiencein Quantity Surveying, Cost Management, Contract Administration or Commercial Management.
Candidates with8 years or more of relevant experience and proven leadership capabilitywill be considered for the Manager position.
Experience in aproperty developer or property development environmentis highly preferred.
Proven experience inbuilding/property development projects, including exposure to tendering, cost control, contract administration and project completion.
Experience in coordinating or managingQS consultants and contractors.
Strong knowledge ofcost planning, quantity take-offs, cost estimation, tender management, contract administration, variations, claims, payment certification and Final Accounts.
Good understanding ofconstruction contracts, procurement processes and commercial practices.
Strongcommercial, analytical, negotiation and problem-solving skills.
Ability toreview, assess and challengerecommendations submitted by QS consultants and contractors where appropriate.
Strong stakeholder management skills, with the ability to work effectively withconsultants, contractors, project teams and Management.
Good written and verbal communication skills, with the ability toprepare reports and present clear recommendations to Management.
