Bellworth Developments Sdn Bhd is seeking an experienced Quantity Surveyor to support procurement and contract administration for property development projects in Malaysia. You will lead tender preparation, evaluate submissions, and negotiate terms with consultants and contractors to ensure contractual compliance and value delivery.
The role requires 8–10 years of relevant experience, a degree in QS/Cost Management/Construction Management, and strong negotiation and reporting skills.

Assist in conducting feasibility studies and provide cost input during project planning and design stages to support investment evaluation.
Manage and execute pre- and post-contract functions, including preparation and evaluation of tender documents, recommendation reports, and contract administration.
Handle the pre-qualification of consultants and contractors by evaluating submissions and preparing assessments for management review.
Negotiate and draft agreements with consultants, and review contract documents prepared by external consultants to ensure alignment with project and company requirements.
Coordinate and execute tendering exercises, including issuance of tender invitations, review of tender submissions, negotiation of terms, and preparation of recommendations for contract award.
Identify, evaluate, and negotiate with reliable vendors and contractors for the timely supply of materials, equipment, and services, resolving any supply-related issues.
To update and report the procurement expenses and support budget control and cost-tracking activities to superior.
Prepare analysis and comparison of cost proposals and alternative options.
Evaluate progress claims and professional fee claims from contractors and consultants, and ensure timely processing.
Evaluate and process Variation Orders (VOs), Extension of Time (EOT) requests, and claims in accordance with contractual provisions.
Attend site meetings, consultant meetings, and conduct site valuations when required to support accurate contract administration.
Liaise with consultant quantity surveyors (QS) to provide timely and accurate monthly financial statements for reporting purposes.
Monitor variation works submitted by contractors and consultants, and track their timely review and approval.
Review Statements of Final Account prepared by consultants to ensure accuracy and contractual compliance.
Collaborate with project teams to understand procurement needs, budget, and delivery timelines.
Prepare and maintain reports on contract and procurement status, risk exposure, cost tracking, and cash flow forecasts.
Ensure compliance with company policies, procurement procedures, and applicable regulatory requirements.
Perform ad-hoc tasks and assignments as directed by the management.
