- Lead the preparation and consolidation of project budgets, ensuring 100% budget approvals are obtained prior to project launch.
- Ensure all cost estimates are accurate, comprehensive, and aligned with project scope and design.
- Monitor and control project costs to ensure actual costs remain within approved budget limits.
- Analyse and report on budget utilization, highlighting any potential variances and recommending corrective actions.
- Manage the end-to-end tendering process, including preparation of tender documents, evaluation, and recommendations.
- Ensure budget variance on awarded contracts does not exceed approved budget thresholds.
- Drive and monitor awarding success rate and adherence to planned awarding schedules.
- Conduct commercial analysis and benchmarking to ensure competitiveness and value for money.
3. Contract Administration
- Oversee contract documentation, ensuring accuracy, completeness, and compliance with company policies.
- Manage pre- and post-contract activities, including variation orders, progress claims, and final accounts.
- Ensure all contracts are administered in accordance with agreed terms and conditions.
4. Cost Control & Reporting
- Prepare and maintain periodic cost reports, ensuring overall project cost variance does not exceed from original design cost.
- Track and report on project financial performance, including commitments, expenditures, and forecasts.
- Identify cost risks and provide proactive recommendations to mitigate overruns.
5. Stakeholder Coordination
- Collaborate closely with project, design, procurement, and finance teams to ensure alignment on cost and contract matters.
- Provide advisory support to internal stakeholders on contractual and commercial issues.
- Liaise with consultants, contractors, and suppliers on tender and contract-related matters.
6. Compliance & Governance
- Ensure all procurement and contract processes comply with internal policies, procedures, and governance standards.
- Maintain proper documentation and audit trails for all contract and cost-related activities.
- Support internal and external audit requirements relating to contracts and cost management.
- Identify and implement improvements in contract management, cost control, and procurement processes.
- Support standardization of templates, procedures, and reporting formats across projects.
Contribute to enhancing efficiency and transparency in contract and cost management practices.
Job Requirements:
- Bachelor’s Degree in Quantity Surveying, Construction Management, Civil Engineering, or related field.
- Minimum 5 years of relevant experience in quantity surveying, cost management, contract administration, or construction.
- Strong experience in budget planning, cost estimation, cost control, and variance analysis.
- Experienced in end-to-end tender management, including tender evaluation, commercial analysis, negotiation, and contract award.
- Good knowledge of contract administration, including variation orders, progress claims, and final accounts.
- Strong understanding of construction contracts, procurement processes, and cost management practices.
- Proficient in Microsoft Excel and relevant QS/cost management software.
- Strong analytical, negotiation, communication, and stakeholder management skills.
- Detail-oriented with strong commercial awareness and problem-solving abilities.
- Willing to travel to project sites, including outstation assignments of up to one week at a time, when required.
