Job summary

Jora Malaysia is seeking an experienced contracts professional to oversee the administration of contracts for property development projects. You will coordinate tender processes, verify claims, and monitor budgets and cost control to ensure value engineering is applied.

With at least seven years in contract management, you will liaise with architects, consultants and government authorities, lead negotiations, and train junior contract professionals while ensuring timely project delivery.

Qualifications

• Minimum 7 years’ working experience in property development or related fields.
• Strong knowledge and understanding in contract management including feasibility study, construction cost, tender process, cost control, etc.
• Able to liaise with consultants, contractors and government authorities.

Responsibilities

• Responsible for the administration of contracts.
• Assist in preliminary budgeting, cost estimate, feasibility study and value engineering.
• Coordinate tender exercise from shortlisting to award of tender.
• Verify consultants’ and contractors’ claims, variations and final accounts.
• Review tender documents, cost plans and project financial statements.
• Cost budgeting and control; lead contract negotiations and manage changes.
• Provide responses to bids, proposals and contract negotiations.
• Liaise with architects, consultants & contractors for site issues.
• Monitor performance, close out, extension and renewal of signed contracts.
• Train and supervise other contract professionals.

Responsible for the administration of contracts;

Assist in preliminary budgeting, cost estimate, feasibility study and value engineering;

Coordination tender exercise such as shortlisting of tenderers, preparation of tender, calling of tender, tender interview, tender report and recommendation on award of tender;

Verification of consultants’ and contractors’ claim, variation works and final accounts;

Reviewing and vetting tender documents, cost plan and project financial statements;

Cost budgeting and control;

Leads contract negotiations and manages all changes in and addendums to existing contracts;

Provides responses to bids, proposals and contract negotiations;

Liaise closely with the architects, consultants & contractors for site issue;

Monitors the performance of each signed contract, close out, extension, and renewal;

Trains and supervises other contract professionals;

Communicates contract implementations to subordinates;

Verify on monthly main contractor and subcontractor interim payment certificate and letter of award (LOA), final account;

Monitor the construction cost and VO are within budget;

Advise and assist Contract Manager on compliance with contractual requirement;

Work in conjunction with site/project manager on budget preparation, evaluation, negotiation award of sub contract;

Problem solving contract related issue.

Requirements

• Degree in Quantity Surveying, Building or Civil Engineering.
