Job summary

Randstad Malaysia is partnering with a global marine & offshore solutions provider to establish a major HR hub in Johor. We seek a Johor-based HR & Recruitment Executive to lead local and regional recruitment, onboarding, payroll, and statutory compliance.

You will source and interview candidates across channels, manage employee records in the HRIS, coordinate training and claims, and support foreign worker permits and accommodation in line with Malaysian regulations.

Qualifications

  • Minimum 2 years of experience in Recruitment / Talent Acquisition.
  • Bachelor’s Degree or Diploma in HRM, Business Administration, or related field.
  • Good foundational understanding of Malaysian labour law regulations and statutory submissions.
  • Strong English and Bahasa Melayu communication skills.

Responsibilities

  • Lead end-to-end recruitment for local office, and support regional hiring needs.
  • Source, screen, and interview candidates across multiple channels.
  • Manage onboarding and offboarding processes, including orientation and documentation.
  • Process monthly payroll and statutory contributions (EPF, SOCSO, EIS, PCB).
  • Administer employee insurance programs and coordinate claims processing.
  • Coordinate training administration, attendance records, and HRD Corp submissions.
  • Draft official employment correspondence and maintain HRIS records.
  • Support foreign worker and expatriate matters, including work permits and renewals.
  • Monitor foreign worker quotas, levies, and compliance with government bodies.
  • Oversee foreign employee hostel and accommodation administration in line with regulations.

About the Company

We are partnering with a prominent, globally established Marine & Offshore solution provider headquartered in Asia. As part of their aggressive regional expansion strategy, they are establishing a major logistics, warehousing, and operational hub in Johor to complement their international operations.

About the Job

Talent Acquisition and Recruitment:

  • Lead end-to-end recruitment for local office, operational, and site roles, while supporting regional hiring needs.
  • Source, screen, and interview candidates across multiple channels to meet business growth timelines.
  • Manage employee onboarding and offboarding processes, including orientation, clearances, and documentation.

Operations, C&B, and Payroll Support:

  • Process monthly end-to-end payroll and statutory contributions (EPF, SOCSO, EIS, PCB) in compliance with the Employment Act 1955.
  • Administer employee insurance programs (Group Hospitalisation, GPA, SPIKPA) and coordinate claims processing.
  • Coordinate training administration, attendance records, and HRD Corp claim submissions.
  • Draft official employment correspondence and maintain accurate employee records in the HRIS.

Preferably managing Foreign Employee and Statutory Compliance:

  • To support in managing foreign worker and expatriate matters, including work permits, employment passes, renewals, and government portal compliance (ESD, ePLKS, MYFutureJobs).
  • Monitor foreign worker quotas, levies, statutory compliance, and insurance requirements with relevant government bodies.
  • Oversee foreign employee hostel and accommodation administration in line with local regulatory standards (Act 446).
about the requirements

Experience: Minimum 2 years of experience in Recruitment / Talent Acquisition.

Education: Bachelor’s Degree or Diploma in Human Resource Management, Business Administration, or a related field.

Legal Knowledge: Good foundational understanding of the Malaysian labor law regulations, and statutory submissions.

Language Proficiency: Strong verbal and written communication skills in English and Bahasa Melayu.
