Guangdong Intercity O&M Sdn Bhd is the Operation & Maintenance (O&M) provider for the West Section of the East Coast Rail Link (ECRL) — Malaysia's flagship 665 km rail infrastructure connecting Port Klang to Kelantan. As ECRL moves toward its 2027 operational launch, our team plays a critical role in ensuring the operational readiness of this nation-building project.

Key Responsibilities Requirements
1. Coordinate recruitment for local and expatriate employees, including CV screening, interviews and onboarding; ensure critical and operational positions are filled on time, and continuously improve candidate selection processes and talent pool development.
2. Ensure compliance with Malaysian employment and labour laws; manage the issuance, renewal and termination of employment contracts for local employees, and mitigate employment compliance risks. Lead the end-to-end compensation and benefits process, balancing compliance requirements with employee experience while ensuring accurate manpower cost control.
3. Draft, review and implement HR policies; coordinate new employee training and corporate culture activities.
Requirements
1. Minimum Diploma; a Bachelor's Degree is preferred. A qualification in Human Resource Management or a related field is preferred.
2. At least 5 years of full-spectrum HR experience in Malaysia, with hands-on experience in recruitment, compensation and benefits, and employee relations. Experience with a multinational company (MNC) on major infrastructure, railway or rail transit projects in Malaysia is an added advantage.
3. Sound knowledge of Malaysian employment laws, with strong industrial relations compliance and risk management capabilities. Proficient in HRIS systems such as SQL Payroll, HR2000 and AutoCount HR, as well as Microsoft Office; strong in Excel PivotTables and payroll calculation.
4. Proficient in Mandarin and English, with the ability to communicate effectively with local parties and Group Headquarters. Ability to communicate in Bahasa Malaysia is an added advantage.
5. High level of integrity, responsibility and confidentiality; detail-oriented, able to resolve issues independently, and capable of completing HR duties accurately and within the required timelines.
