Job summary

GUANGDONG INTERCITY O&M (MALAYSIA) SDN. BHD. is seeking an experienced Commercial Manager to support project commercial planning and manage the full contract lifecycle for Malaysia's flagship rail infrastructure projects.

You will coordinate cross‑departmental commercial matters, prepare reports and cost models, and ensure compliance with FIDIC, CIDB and PAM terms while communicating in Mandarin and English with local parties and Group HQ.

Qualifications

• Minimum 5 years in project commercial management, contracts or legal work.
• Strong knowledge of FIDIC, CIDB and PAM contract terms.
• Proficiency in MS Excel and scheduling software (MS Project/Primavera).
• Fluent in Mandarin and English; Bahasa Malaysia a plus.
• Ability to independently manage tenders, variations and claims.

Guangdong Intercity O&M Sdn Bhd is the Operation & Maintenance (O&M) provider for the West Section of the East Coast Rail Link (ECRL) — Malaysia's flagship 665 km rail infrastructure connecting Port Klang to Kelantan. As ECRL moves toward its 2027 operational launch, our team plays a critical role in ensuring the operational readiness of this nation-building project.

Key Responsibilities Requirements

1. Support project commercial planning and day-to-day commercial management; establish and maintain commercial registers; coordinate commercial negotiations and contract reviews, prepare meeting minutes, and follow up on agreed actions.

2. Manage the full contract lifecycle, including contract registration, performance monitoring, variations and claims; collect progress and cost data, and prepare commercial reports and analysis.

3. Coordinate commercial matters across departments and maintain proper filing of contracts, correspondence, final accounts/settlement documents and other commercial records.

Requirements

1. Minimum Diploma; a Bachelor's Degree is preferred. Relevant disciplines include Quantity Surveying, Engineering Management, Commercial Management, Law, Transportation, Telecommunications Engineering, Electrical Engineering or a related field. RISM membership/qualification, Chartered Secretary (CIS) qualification or a valid legal practising certificate is an added advantage.

2. At least 5 years of experience in project commercial management, contracts or legal work. Strong knowledge of FIDIC, Malaysian CIDB and PAM contract terms, with the ability to independently manage the full process of engineering tendering, contract negotiation, variations and claims, and dispute resolution. Experience with a multinational company (MNC) on major infrastructure, railway or rail transit projects in Malaysia is an added advantage.

3. Sound knowledge of Malaysian construction laws and regulations, CIDB compliance requirements and customs import/export clearance procedures; strong cost control and risk anticipation capabilities. Proficient in Microsoft Office, advanced Excel data analysis and scheduling software such as Microsoft Project or Primavera; able to independently prepare commercial reports and cost models.

4. Proficient in Mandarin and English, with the ability to communicate effectively with local parties and Group Headquarters. Ability to communicate in Bahasa Malaysia is an added advantage.

5. High level of integrity, responsibility and confidentiality; detail-oriented, able to resolve issues independently, and capable of completing assigned duties accurately and within the required timelines.
