Job summary

China Railway Oversea Engineering (M) Sdn. Bhd. is seeking an HR & Administration Officer to support day-to-day HR and site administration for the project. The role covers attendance, leave, contracts, and HR records, with a focus on timely onboarding of local staff.

Fluency in English, Chinese and Bahasa Malaysia is required, along with strong organizational skills and integrity to operate in a construction project environment. Immediate joiners are welcome.

Qualifications

• Diploma or Bachelor’s Degree in Human Resources, Business Administration, Management or related field.
• Minimum 1–2 years of relevant HR experience.
• Experience in construction companies or project sites preferred.
• Good knowledge of Malaysian labour laws and regulations.

HR & ADMINISTRATION OFFICER

Job Responsibilities

Handle day-to-day HR and administrative activities for the project and ensure smooth operation of the site office.

Manage employee attendance, leave, overtime, personnel records and other HR-related documentation.

Maintain and update accurate employee personal files, employment contracts and HR records.

Assist in the recruitment and onboarding of local employees, including job posting, candidate screening, interview coordination and employment documentation.

Manage employee joining, transfer, resignation and termination procedures in accordance with company policies and applicable Malaysian employment laws.

Assist management in handling employee disciplinary matters, absenteeism, misconduct, performance issues and other employee relations matters.

Provide advice and support to management on Malaysian labour laws and employment regulations, and ensure that HR practices comply with applicable legal requirements.

Monitor changes in relevant Malaysian employment legislation and regulations and provide timely updates to management.

Assist in the preparation, review and management of employment contracts, warning letters, show-cause letters, termination letters and other HR-related correspondence.

Handle employee complaints and grievances and coordinate with relevant departments to resolve HR and personnel issues.

Maintain proper records of warnings, disciplinary actions, employee complaints, investigations and other employee relations matters.

Assist with payroll-related administration, including verification of attendance, overtime, leave and other payroll information before submission to the relevant department.

Assist in managing statutory and employment-related matters involving relevant Malaysian authorities, where applicable.

Maintain proper documentation for foreign workers / employees, including employment and immigration-related records where required.

Coordinate with project departments, supervisors and local employees regarding HR policies, attendance, welfare, discipline and administrative matters.

Organize and maintain office administrative records, correspondence, filing and other documentation.

Assist in managing staff accommodation, transportation, welfare facilities, office supplies and other administrative matters where required.

Prepare regular HR and administrative reports, employee statistics and personnel summaries for management.

Ensure confidentiality and proper handling of employee personal information and HR documents.

Perform other HR, administrative and personnel-related duties assigned by management.

Job Requirements

Diploma or Bachelor's Degree in Human Resources, Business Administration, Management, Labour Relations or a related field.

Minimum 1–2 years of relevant experience in HR, personnel administration or general administration.

Candidates with experience in construction companies, project sites or multinational companies in Malaysia will be highly preferred.

Good knowledge of Malaysian labour laws and employment regulations is required.

Familiar with the practical application of relevant Malaysian employment requirements, including employment contracts, working hours, leave, overtime, disciplinary procedures, termination and employee rights.

Familiarity with relevant requirements of the Department of Labour (JTKSM/JTK Sabah), EPF, SOCSO, EIS and other applicable statutory requirements will be an advantage.

Experience in handling employee disciplinary cases, absenteeism, misconduct, grievances and termination procedures will be highly preferred.

Good understanding of HR policies, personnel administration and employee relations.

Strong communication and interpersonal skills, with the ability to communicate effectively with Chinese management, local employees and subcontractor personnel.

Good command of Chinese and English. Ability to communicate in Bahasa Malaysia (Malay) will be an advantage.

Strong sense of responsibility, confidentiality and integrity.

Good organizational and problem-solving skills, with strong attention to detail.

Able to work independently, handle multiple tasks and meet deadlines.

Proficient in Microsoft Office, particularly Word and Excel.

Experience working in a construction project environment will be an added advantage.

Candidates who are able to join immediately or within a short notice period will be preferred.

Preferred Candidate Profile

The ideal candidate should have solid practical experience in HR and personnel management in Malaysia, particularly in a construction or project environment.

The candidate must be able to understand and apply Malaysian labour laws in day-to-day HR management, identify potential employment risks and provide practical advice to project management.

Experience in handling employee disciplinary actions, absenteeism, performance issues, grievances and termination procedures will be highly valued.

The candidate should also be able to communicate effectively with Chinese management and in English / Bahasa Malaysia with local employees, and should have a strong sense of responsibility, confidentiality and execution.
