Jinsanjiang (Zhaoqing) Silicon Material Co., Ltd. seeks a skilled HRBP to drive local HR governance in Malaysia, ensuring alignment with the Employment Act, PDPA and OSHA while coordinating with China HQ on policy execution.
You will manage recruitment, payroll, attendance and statutory benefits, balancing factory needs with regulatory compliance and expatriate workflows for foreign workers.
Develop HR institutional framework tailored for silicon material manufacturing industry, in compliance with Malaysia's Employment Act 1955, SOCSO/EPF Acts, Personal Data Protection Act (PDPA), Occupational Safety and Health Act (OSHA) and other relevant local legislations.
Deliver full cycle recruitment covering production operators, central control operators, warehouse staff, equipment engineers, QC, EHS and functional management roles in alignment with factory commissioning timeline. Proficiently leverage recruitment channels including JobStreet, Indeed, job fairs, institutional university partnerships and employee referrals. Administer differentiated workforce management for Malaysian citizens / Permanent Residents, foreign workers and Chinese expatriates. Support formalities including EP (Employment Pass) application, foreign worker quota coordination, pre employment medical check ups and qualification filing.
Manage employee attendance, shift scheduling and overtime calculation & validation. Strictly adhere to Malaysian statutory working hour regulations. Oversee payroll calculation and payment reconciliation; ensure statutory contributions of EPF, SOCSO, EIS and HRDF are duly remitted. Administer statutory entitlements including annual leave, sick leave, maternity leave and public holidays. Align local operations with corporate headquarters' compensation & performance frameworks, adapting to shift work scenarios typical in manufacturing plants.
Handle employee onboarding, transfer, promotion and offboarding, contract renewal and personnel file management; enforce PDPA compliance for personal data governance. Lead daily disciplinary management, attendance anomaly resolution and dispute mediation. Execute standardized procedures including Domestic Inquiry (DI), written warning issuance, Performance Improvement Plan (PIP) and disciplinary sanctions. Resolve employee grievances and labour disputes, coordinate work injury reporting & follow up. Possess solid knowledge of Malaysian termination, retrenchment and severance compensation rules to minimise organisational employment related risks.
Act as key liaison between China headquarters and Malaysia based factory. Accurately cascade corporate HR policies and management requirements from headquarters, while feeding back local employment pain points, market practices and labour conventions. Bridge management model gaps between Chinese invested governance and Malaysian labour culture. Respect Muslim religious customs and local employment norms, establish sound labour management communication mechanisms to improve employee retention and team cohesion.
