The HR & Admin Manager is responsible for leading the full spectrum of human resources and general administration functions at Fairmont Industries Sdn. Bhd., covering manpower planning, talent acquisition, compensation and benefits, industrial relations, learning and development, HR compliance, and office and facilities administration.
The position owns the annual HR & Administration budget and is expected to plan, propose and control it within approved limits. All HR-related matters — policies, frameworks, compensation structures, employee relations cases and Group HR initiatives.
Key responsibilities
- Human Resource Strategy and Regional Coordination: Translate Group and regional HR direction into local policies, procedures and annual HR plans; coordinate all HR-related matters with the Regional office, including policy changes, salary structures, organisation charts, headcount approvals and Group HR initiatives, and provide the required HR reporting and updates on schedule.
- Manpower Planning and Talent Acquisition: Prepare the annual manpower plan and organisation structure with department heads, manage end-to-end recruitment for local and foreign workers (job postings, screening, interviews, offers, permits and onboarding), and monitor headcount against approved budget.
- Compensation, Benefits and Payroll: Administer monthly payroll, statutory contributions (EPF, SOCSO, EIS, PCB) and employee benefits; support the annual salary review and bonus exercise; and benchmark compensation and benefits against market, submitting recommendations through the Regional Office for approval.
- Learning, Development and Performance Management: Plan and execute the annual training calendar, manage HRD Corp levy claims and training records, and drive the performance appraisal and goal-setting cycle, including follow-up on development plans and underperformance cases.
- Employee and Industrial Relations: Handle employee relations, grievances, disciplinary cases, domestic inquiries and terminations in compliance with the Employment Act 1955 and company policy, escalating and consulting with the Regional HR Manager on all significant or precedent-setting cases; drive employee engagement, welfare and communication activities.
- Yearly Budget and Cost Control: Prepare, propose and manage the yearly HR & Administration budget covering manpower cost, recruitment, training, employee welfare, uniforms, medical, hostel, office and facilities expenses; and monitor monthly actual spending against budget, explain variances, and ensure all expenditure stays within approved limits.
- General Administration and Facilities Management: Oversee office administration, hostel and transport arrangements, security, cleaning, pantry, insurance renewals, company assets, licences and permits, and manage administration vendors and service contracts to ensure cost-effective and reliable service.
- HR Compliance, Systems and Reporting: Ensure full compliance with Malaysian labour legislation and statutory submissions, maintain accurate employee records and the HR information system, uphold company policies and the employee handbook, and provide monthly HR and administration reports (headcount, turnover, overtime, absenteeism, budget utilisation) to management and the Regional Office.
- Additional Responsibilities: Support audits, ISO and customer social-compliance requirements relating to HR and administration.
- Additional Responsibilities: Participate in Group and regional HR projects, standardisation initiatives and best-practice sharing led by the Regional Office.
- Additional Responsibilities: Any other relevant tasks as assigned.
Key Skills & Requirements:
Education:
- Bachelor's Degree in Human Resource Management, Business Administration, Psychology or a related field; professional HR certification is an added advantage.
- Minimum 8 years of human resource and administration experience, with at least 3 years in a managerial or supervisory capacity, preferably in a manufacturing environment.
- Strong working knowledge of the Employment Act 1955, Industrial Relations Act 1967, EPF, SOCSO, EIS, PCB, Immigration and foreign worker regulations.
- Hands-on experience in payroll processing, HR systems, and preparation and control of a yearly HR and administration budget.
- Proven capability in recruitment, industrial relations, domestic inquiry and employee engagement.
- Able to work closely with a Regional HR Manager and Group HR counterparts, and to align local practice with regional policies and reporting requirements.
- Strong numerical and cost-awareness skills, deadline oriented and meticulous with records and documentation.
- High level of integrity and discretion in handling confidential employee information.
- Proficient in Microsoft Office; experience with an HRMS/payroll system is required.
