Job summary

HSL Constructor Sdn Bhd is seeking an experienced Human Resources and Administration Manager to lead local staff, expatriate, and site worker recruitment and onboarding. The role coordinates with government authorities and agencies, plans manpower per project needs, and ensures accurate payroll and statutory contributions.

Key duties include employee relations, onboarding, performance and retention, plus administration, facilities, travel, and documentation.

Job description

Manage hiring for local staff, expatriates, and site workers

Liaise with government authorities, agents, and embassies

Plan manpower based on project requirements

2. Employee Relations & HR Operations

Manage disciplinary issues, grievances, and staff engagement

Oversee onboarding, confirmation, and resignation processes

Maintain HR records and documentation

3. Payroll & Compensation

Oversee payroll and ensure accuracy of salary, OT, and allowances

Ensure compliance with EPF, SOCSO, EIS, PCB

Coordinate with Finance for salary disbursement

4. Compliance & Legal

Ensure compliance with Malaysian labour laws

Manage expatriate Employment Pass (EP) applications and renewals

5. Training & Development

Identify training needs and arrange programs

Monitor staff development and retention

B. Administration Functions

1. Office & Site Administration

Oversee daily office and site admin operations

Manage office supplies, equipment, and maintenance

Ensure proper filing and document control

2. Facilities & Accommodation

Manage staff hostel, transportation, and welfare arrangements

Coordinate vehicle usage, maintenance, and insurance

Liaise with external vendors (cleaning, security, rental, utilities)

Monitor contracts and service performance

4. Travel & Logistics

Arrange flights, accommodation, and transport for staff and expatriates

Handle visa logistics and travel documentation

5. General Administrative Support

Support management in meetings, reports, and coordination

Ensure smooth communication between HQ and project sites
