Job summary

Elite Material (Penang) Sdn Bhd seeks an experienced HR and Administration Manager to oversee recruitment, training, compensation, payroll, performance management, and employee welfare for the Penang plant.

You will ensure compliance with Malaysian labor laws, advise management on disciplinary matters, and develop HR policies while coordinating general admin, canteen, transport, facilities, and external service providers to support smooth operations.

Qualifications

• Bachelor's Degree in Human Resources Management or related field.
• 3-5 years experience as HR Assistant Manager/Manager in manufacturing preferred.
• Proficient in HR software, payroll systems, and Microsoft Office Suite.
• Familiar with Malaysian Employment Act, Industrial Relations Law, Trade Union Act and related guidelines.
• Fluent in English and Mandarin for cross-language communication.

Responsibilities

• Manage all HR and Administration functions for the plant.
• Recruitment, training, compensation and payroll administration, performance management.
• Employee relations, welfare, and grievance handling.
• Develop HR policies and enhance employee experience and engagement.
• Oversee general admin including canteen, security, hostel, transport, uniforms, facilities.
• Liaise with external providers and government agencies for compliance.

Job description

Manage the full spectrum of Human Resources and Administration functions, including recruitment and selection, training and development, compensation and benefits, payroll administration, performance management, employee relations and welfare, as well as general administration in support of a new plant setup.

Ensure compliance with Malaysian labor laws and relevant regulations, as well as company policies and standards.

Provide advice and support to management and employees on HR-related matters, including disciplinary actions, grievance handling, and conflict resolution, to maintain a positive and productive work environment.

Review, develop, and enhance HR systems, policies, and procedures to streamline operations, strengthen governance, and improve overall employee experience and engagement.

Support the implementation of HR strategies and initiatives aligned with business goals and operational needs of the manufacturing plant.

Oversee general administrative operations, including the management of canteen, security, hostel, transportation, uniforms, and other facilities, ensuring efficiency, safety, and cost-effectiveness.

Liaise with external service providers and government agencies on administrative and regulatory matters to ensure smooth plant operations and full compliance with statutory requirements.

Qualifications:

Bachelor's Degree in Human Resources Management or a related field.

Minimum3-5 yearsof experience as HR Assistant Manager/Manager role, preferably in the manufacturing industry.

Proficient in HR software, payroll systems, and Microsoft Office Suite.

Well-versed in Malaysian Employment Act, Industrial Relations Law, Trade Union Act as well as other guidelines and code of conduct as prescribed by the relevant authorities.

Must be fluent in English and Mandarin. Need to converse with our Mandarin speaking counterparts and handle documents written in Mandarin characters.
