Job summary

Xcellink Pte Ltd seeks an experienced Data Center Facilities Management & Operations Manager to ensure 100% uptime in a high-density, multi-tenant environment. You will lead and optimize critical infrastructure, safety, and compliance while guiding a team of engineers and technicians.

The role focuses on SOP/MOP/EOP development, PM coordination with vendors, and capacity planning to deliver reliable, energy-efficient operations in a 24x7 setting.

Qualifications

  • Diploma or Degree in Electrical Engineering, Mechanical Engineering, Facilities Management, Data Centre Operations or related discipline.
  • 5–8 years of relevant experience in critical facilities or data centre operations with supervisory/management experience.
  • Strong hands-on knowledge of critical electrical and mechanical systems.
  • Proven experience developing MOP, SOP and EOP frameworks in mission-critical environments.
  • Experience in budgeting, vendor management and SLA/contract negotiations.

Responsibilities

  • Author, review, and approve MOPs for high-risk maintenance and state changes.
  • Establish and audit SOPs for routine site inspections and performance logging.
  • Design and drill EOPs for immediate responses to infrastructure failures.
  • Lead RCA investigations and update procedures to prevent recurrence.
  • Oversee operation and maintenance of UPS, generators, switchgear, PDU/RPP, chillers, CRAH/CRAC, BMS/EPMS.

Job description

The Data Center Facilities Management & Operations Manager is responsible for ensuring 100% uptime, high reliability, and operational efficiency of all critical electrical, mechanical, and structural systems within a high-density, multi-tenant Co-location / Hyperscale environment. This role combines hands-on technical leadership, day-to-day facility management, and a rigorous compliance and controlculture.

The ideal candidate is a subject matter expert in developing, reviewing, and executing critical infrastructure documentation - specifically Standard Operating Procedures (SOPs), Methods of Procedure (MOPs), and Emergency Operating Procedures (EOPs), to eliminate human error, safeguard critical environments during maintenance, and strictly uphold stringent customer SLAs.

Key Responsibilities

Critical Infrastructure Operational Framework (MOP, SOP, EOP)

  • Author, review, and formally approve highly detailed Methods of Procedure (MOPs) for high-risk maintenance and active state changes in critical electrical and mechanical systems.
  • Establish and continuously audit Standard Operating Procedures (SOPs) for routine, day-to-day site inspections, facility rounds, and performance logging.
  • Design, implement, and drill the team on comprehensive Emergency Operating Procedures (EOPs) to ensure immediate, calculated responses to infrastructure failures, blackouts, or critical alarms.
  • Lead Root Cause Analysis (RCA) investigations following any operational incidents and update MOPs/EOPs to prevent future occurrences.

Day-to-Day Operations & Maintenance

  • Oversee the continuous operation and maintenance of all critical infrastructure, including UPS systems, generators, switchgear, PDU/RPPs, chillers, CRAH/CRAC units, and BMS/EPMS monitoring systems.
  • Manage the Preventative Maintenance (PM) schedule and coordinate closely with third-party vendors and critical facilities technicians to ensure work is completed without impact to active payloads.
  • Act as the site lead for capacity planning (power, space, cooling) and drive energy efficiency initiatives (PUE optimization).
  • Oversee site deployment activities, space allocation, and cross-functional capacity scaling.

Compliance & Audit Management

  • Maintain full continuous compliance across the facility, driving alignment with international standards including ISO 27001 (Security), ISO 9001 (Quality), and SOC 2 Type II (Trust Services Criteria).
  • Ensure all critical facilities physical controls, logging, and security systems strictly match Uptime Institute Tier III/IV operational and maintenance sustainability requirements.
  • Host and lead internal and external compliance audits, providing comprehensive documentation packages, training logs, and equipment maintenance history on demand.

Financial & Budgetary Oversight

  • Formulate, justify, and manage the site’s Operational Expenditure (OpEx) and Capital Expenditure (CapEx) budgets.
  • Perform variance analysis on lifecycle replacement costs, utility spend (power/water), and critical equipment maintenance agreements.
  • Strategically negotiate vendor service level agreements (SLAs) and master service agreements (MSAs) to optimize costs without introducing operational risk.
  • Supervise, mentor, and build a high-performing team of critical facilities engineers and technicians, ensuring clear accountability and shift coverage.
  • Serve as the principal point of contact for hyperscale tenants or retail colocation clients during infrastructure maintenance windows or critical incident updates.
  • Foster a strict culture of safety, ensuring adherence to local electrical codes, workplace safety requirements, and data center compliance standards.

Team Leadership & Tenant Management

  • Supervise, mentor, and build a high-performing team of critical facilities engineers and technicians, ensuring clear accountability and shift coverage.
  • Serve as the principal point of contact for hyperscale tenants or retail colocation clients during infrastructure maintenance windows or critical incident updates.
  • Foster a strict culture of safety, ensuring adherence to local electrical codes, workplace safety requirements, and data center compliance standards.
Requirements
  • Diploma or Degree inElectrical Engineering, Mechanical Engineering, Facilities Management, Data Centre Operations or a related discipline.

  • Proven experience developing and managingMOP, SOP and EOP frameworksin a mission-critical environment.
  • Strong understanding ofpreventive maintenance, incident management, RCA, capacity planning and change management.
  • Experience managing third-party contractors, facilities vendors and maintenance programmes.
  • Familiarity withISO 27001, ISO 9001, SOC 2, Uptime Institute Tier III/IVand relevant local safety/electrical regulations.
  • Experience inbudget management, vendor management and SLA/contract negotiations.
  • Strong leadership and stakeholder management skills, with the ability to communicate effectively with customers, vendors and technical teams.
  • Ability to work in24x7 critical environment, including participation in emergency response and escalation activities.
  • Relevant professional certifications such as CDCP, CDFOM, CDCE,ITIL, Uptime Institute ATD/ATS or equivalentwould be an advantage.
