Jora Malaysia is seeking a Contract and Commercial Manager (Construction & Engineering) to oversee the entire pre- and post-contract process. The role emphasizes tender leadership, cost estimation, contract administration, and procurement oversight to ensure project objectives and budgets are met.
The ideal candidate holds a Bachelor’s or Diploma in a related field with at least 10 years in pre-contract management, plus 3 years in leading tender teams.

The Manager (Contract and Commercial) is responsible for the overall review and coordination of the Company's entire PRE AND POST process, ensuring compliance with the Company’s quality management system and time-related targets set.
The responsibilities of a Manager (Contract and Commercial) shall include the following, and any other tasks that the Company shall assign to him from time to time:
Responsible for review and understanding of the requirements and risks expressly stated or implied in the tender documents, need statement (in the case of tender for D&B contract), bill of quantities, tender drawings, technical specifications, governing regulations/ laws, etc.
Lead Tender Processes: You'll spearhead the tender process, from initial review to final submission, ensuring compliance and project feasibility.
Cost Estimation: Collaborate with teams to develop accurate cost estimates and competitive proposals, ensuring reliable budgeting and cost forecasting.
Contract Administration: Ensure proper review and negotiation of contract terms, identifying and mitigating risks to safeguard project objectives.
Progress Claims: Handle progress claims and manage subcontractor and supplier claims, ensuring timely and accurate payments.
Procurement Oversight: Monitor purchasing activities to ensure alignment with project budget and timelines, controlling material costs and preventing overrun.
Document Specialist: Prepare and review critical documents with precision, including Letters of Award, contractual correspondence, notices, and legal letters.
Perform any other duties or responsibilities assigned by the Management or immediate superior from time to time.
Requirements:Must possess at least a Bachelor’s degree or diploma in a course related to engineering, quantity surveying, construction, building or construction management.
At least 10 years of relevant working experience in pre-contract management and administration.
At least 3 years of experience in managing or leading a Tendering team, or in a similar leadership role.
Strong integrity, professionalism, and concern for achievement with a results-driven mindset.
Strategic, conceptual, and analytical thinking with the ability to influence and negotiate effectively.
Excellent communication and relationship-building skills with consultants, contractors, suppliers, and all levels of staff.
Proven leadership qualities with the ability to develop others, manage change, and guide teams towards successful outcomes.
Strong organizational awareness with the capability to navigate internal processes and ensure timely, quality deliverables.
