Job summary

NAVY EXCHANGE SERVICE COMMAND (NEXCOM) in Europe District Admin seeks an HR professional to support business objectives by implementing HR programs and strategies across multiple retail and hospitality locations in Italy and beyond.

Qualifications

• General experience: 3 years of responsible experience in non-routine work with ability to analyze problems, use sound judgment, and communicate effectively.
• Substitution of education for experience: 1 year of study above high school may substitute for 9 months experience, up to 4 years bachelor’s for 3 years experience.
• Specialized experience: 3 years in HR in at least two functional specializations such as employment, labor/employee relations, classification and wage administration, employee development/training, or career management; or equivalent combination.

Responsibilities

• Areas of emphasis include change management, culture management, and HR best practices across compensation, performance, talent development, staffing and organizational design.
• Develop and implement location-level HR programs aligned with district priorities; guide HR associates in policy execution and services.
• Deliver core HR functions including recruitment, selection, compensation, performance management, training, orientation, rewards, and benefits enrollments.
• Conduct internal investigations and prepare corrective action documents; participate in wage surveys.
• Identify HR requirements, develop local recruitment plans, and ensure timely personnel services across locations.
• Coordinate district training and development programs and ensure core job skills and orientation training are in place.
• Oversee performance management processes, set measurable objectives, and drive development initiatives.
• Review organizational structures, ensure consistent job classifications and pay levels, and identify skills gaps for development.
• Supervise HR Representatives and ensure data integrity in HRIS (PeopleSoft) and high-quality customer service.
