Job summary

Prometo Consulting in Chennai is seeking a Personnel Officer/Statutory Compliance to manage and oversee regulatory adherence across multiple manufacturing plants. The role requires ensuring 100% compliance with applicable central and state laws and developing robust compliance calendars.

You will coordinate with HR, EHS and Factory Management to maintain licenses, permits, and timely renewals, while handling environmental, safety, and labour law obligations.

Key Responsibilities

Compliance Audits

• Conduct periodic compliance audits across all manufacturing units.
• Identify compliance gaps and implement corrective actions.
• Develop compliance scorecards and management dashboards.
• Ensure closure of audit observations within agreed timelines.

Statutory Compliance Management

• Ensure compliance with all applicable Central and State laws across multiple manufacturing plants.
• Develop, implement, and monitor statutory compliance frameworks and compliance calendars.
• Maintain 100% compliance with legal obligations under:
• Factories Act and State Factory Rules
• Occupational Safety, Health and Working Conditions (OSHWC) Code (as applicable)
• Environment Protection Act
• Water (Prevention and Control of Pollution) Act
• Air (Prevention and Control of Pollution) Act
• Hazardous Waste Management Rules
• MSIHC Rules (Manufacture, Storage and Import of Hazardous Chemicals)
• Public Liability Insurance Act
• Chemical Accidents Rules
• Contract Labour Act
• Industrial Relations Code
• Code on Wages
• Social Security Code
• EPF, ESI, Bonus,Gratuity and other labour laws
• Boilers Act and Boiler Regulations
• Legal Metrology requirements (where applicable)
• Petroleum, Explosives and PESO regulations (where applicable)

Factory Compliance Oversight

• Monitor statutory compliance of all factories across India.
• Coordinate with plant HR, EHS, Administration and Factory Management teams.
• Ensure validity and renewal of:
• Factory Licenses
• Consent to Operate (CTO)
• Consent to Establish (CTE)
• Hazardous Waste Authorizations
• Fire NOCs
• PESO Licenses
• Boiler Certificates
• Explosive Licenses
• Trade Licenses
• Other statutory approvals and permits
• Establish centralized compliance tracking and reporting systems.

Hazardous Process Industry Compliance

• Ensure compliance with provisions applicable to hazardous process industries.
• Monitor Process Safety Management (PSM) statutory requirements.
• Ensure preparation and periodic review of:
• On-site Emergency Plans
• Disaster Management Plans
• Safety Reports
• Risk Assessments
• HAZOP-related compliance documentation
• Safety Committee records
• Occupational Health monitoring records
• Coordinate statutory inspections related to hazardous operations.

Regulatory Liaison

• Liaise with:
• Factory Inspectorate
• Labour Department
• Pollution Control Boards
• PESO
• Fire Authorities
• Boilers Department
• District Administration
• Environmental Authorities
• Other Government Agencies
• Represent the organization during inspections, inquiries, and regulatory audits.
