Job summary

Delta Tech Hub is seeking a hands-on Operations Lead to manage the Workforce Platform and associated supplier ecosystem. You will oversee requisition flows, onboarding, and lifecycle events, ensuring data quality and timely reporting.

The role requires coordinating with global teams, MSPs, and stakeholders to identify bottlenecks and drive process improvements. You will develop executive dashboards, monitor SOW governance, and support continuous improvement initiatives.

Responsibilities

• Support day-to-day operation of Delta's contingent workforce platform and supplier ecosystem.
• Monitor requisition flow from request creation through onboarding.

Workforce Platform Operations

• Support day-to-day operation of Delta's contingent workforce management platform and associated supplier ecosystem.
• Monitor workforce requisition flow from request creation through fulfillment and onboarding.
• Identify bottlenecks, aging requests, approval delays, and process breakdowns.
• Partner with workforce suppliers and managed service providers to resolve operational issues.
• Maintain program documentation, workflows, operating procedures, governance artifacts, and reporting standards.
• Help ensure workforce data quality and reporting accuracy.

Requisition & Workforce Lifecycle Management

• Track contractor requisitions, candidate submissions, interviews, selections, onboarding, extensions, renewals, and offboarding activities.
• Analyze requisition cycle times and identify opportunities to improve speed-to-fill and hiring efficiency.
• Monitor hiring demand and workforce trends across technology organizations.
• Coordinate with hiring managers, global delivery teams, procurement organizations, and workforce suppliers to resolve workforce-related issues.
• Support workforce planning initiatives and contractor utilization reporting.

Statement of Work (SOW) Governance

• Support intake, tracking, and governance of professional services and outcome-based service engagements.
• Monitor SOW milestones, expirations, amendments, renewals, and completion activities.
• Track supplier commitments, performance metrics, and delivery obligations.
• Maintain reporting on active SOWs and associated spend.
• Ensure leadership has visibility into upcoming actions, risks, milestones, and renewal requirements.

Supplier Performance & Program Governance

• Monitor supplier performance against defined workforce program metrics.
• Support quarterly supplier reviews, performance discussions, and operational governance meetings.
• Develop dashboards and scorecards measuring fulfillment quality, cycle times, response times, supplier effectiveness, and workforce performance.
• Track supplier action items and follow-up activities through completion.
• Assist with supplier performance improvement initiatives and operational optimization efforts.
• Review contractor and SOW engagements against worker classification criteria (behavioral control, financial control, relationship factors) to identify misclassification risk, particularly when SOW engagements begin to resemble staff augmentation in practice.

Reporting, Compliance & Continuous Improvement

• Develop reporting and analytics related to workforce demand, fulfillment performance, requisition aging, contractor population trends, supplier performance, and overall program health.
• Create executive-ready presentations and operating review materials.
• Identify opportunities to simplify processes, improve automation, and increase program efficiency.
• Support implementation of new capabilities, workflows, reporting enhancements, and process improvements.
• Partner with stakeholders to improve overall workforce program performance and user experience.
• Monitor contractor tenure, supervision patterns, and integration into Delta's day-to-day operations to ensure engagements stay within defined co-employment risk boundaries; flag and elevate cases where a contractor's role or reporting structure drifts toward employee-like status.
• Partner with IT security and identity management teams to ensure contractor onboarding triggers timely, role-appropriate system access provisioning, and that offboarding triggers prompt de-provisioning; maintain audit-ready records of access grants tied to active engagement status.
