Job summary

Ocean Blue Boating in Mumbai seeks a Tender Sales professional to identify defence tender opportunities, evaluate documents, and prepare compliant bids. The role requires coordinating with engineering, production, QA/QC, finance, and OEMs to assemble technical and commercial inputs.

Qualifications

  • Experience in defence or government tendering is preferred.
  • Solid understanding of defence and PSU tender procedures.
  • Excellent coordination and communication skills across functions.
  • Proficiency with GeM, CPPP and defence procurement portals.

Responsibilities

  • Identify and monitor tender opportunities issued by defence authorities and government agencies.
  • Prepare technical, commercial, and compliance bids per tender requirements.
  • Coordinate with internal teams and OEMs for timely inputs and approvals.
  • Ensure timely submission of EMD, PBGs, OEM authorisations, STC approvals, and declarations.
  • Upload tenders through GeM, CPPP, Navy and PSU portals within deadlines.
  • Maintain audit-ready tender documentation and records.
  • Support post-tender clarifications, negotiations, and contract handovers.
  • Liaise with defence authorities, consultants, OEMs, and inspection agencies.
  • Provide MIS on tender pipeline, submissions, and outcomes.

Job description

Key Responsibilities
Tender Identification & Evaluation
  • Track and monitor tender opportunities issued by Indian Navy, Coast Guard, Defence PSUs, Shipyards, Port Authorities, and Government agencies.
  • Conduct preliminary analysis of tender documents for eligibility, technical requirements, and compliance.
  • Prepare bid feasibility inputs and recommendations for review by the Head Tender Sales.
Tender Preparation & Submission
  • Prepare and compile technical, commercial, and compliance bids in line with tender requirements.
  • Coordinate with internal teams (engineering, production, QA/QC, operations, finance) and OEMs for timely collection of inputs.
  • Ensure accurate preparation and submission of EMD, PBGs, OEM authorizations, STC approvals, and statutory declarations.
  • Upload and submit tenders through GeM, CPPP, Navy and PSU e-procurement portals within stipulated timelines.
Defence Compliance & Documentation
  • Ensure adherence to Defence and PSU procurement procedures, tender conditions, and statutory norms.
  • Prepare compliance matrices, deviation statements (if applicable), and tender checklists.
  • Manage pre-bid queries, clarifications, corrigenda, and amendments in coordination with stakeholders.
  • Maintain complete and audit-ready tender documentation and records.
Post-Tender Support & Contract Coordination
  • Support technical and commercial clarifications, negotiations, and CNC discussions as required.
  • Assist in review of LOAs, Supply Orders, and Service Contracts prior to acceptance.
  • Coordinate handover of awarded contracts to execution, production, and service teams.
Stakeholder & OEM Coordination
  • Liaise with Defence authorities, consultants, OEMs, and inspection agencies for tender-related matters.
  • Coordinate with domestic and international OEMs for authorizations and compliance documentation.
  • Support Head Tender Sales in customer and vendor interactions.
Reporting & MIS
  • Maintain MIS on tender pipeline, submissions, awards, and outcomes.
  • Provide periodic updates and reports to the Head Tender Sales.
  • Support standardization and continuous improvement of tendering processes.

Preferred Profile
  • Experience working with Defence customers or Defence shipyards
  • Familiarity with inspection, trials, and acceptance procedures
  • Prior exposure to lifecycle support or refit contracts
