Responsibilities

Job Description

Job Purpose

To manage project cost control, BOQ validation, budgeting, contractor billing certification, and commercial tracking from the Head Office, ensuring financial discipline, quantity accuracy, and transparent cost monitoring across projects.

Key Responsibilities

1. Design & BOQ Coordination

• Coordinate with the design and BIM teams to obtain BOQs, drawings, and technical specifications.
• Validate consultant/BIM BOQ quantities for all project activities.
• Review design changes and assess quantity/cost implications.
• Prepare detailed material quantity estimates and rate analysis for all activities.
• Support preparation and finalization of project budgets.
• Upload and maintain approved budgets in the ERP system.
• Validate material indents and specifications in ERP prior to approvals.
• Receive contractor RA bills and verify them in coordination with the site team.
• Check quantities against drawings and actual physical progress.
• Verify material reconciliation statements and work order compliance.
• Ensure RA bills are reviewed and processed within stipulated timelines.
• Manage the complete HO approval cycle and obtain required sign-offs.

4. Commercial Tracking & Controls

• Maintain updated Work Order Tracker, including:
• Total BOQ/drawing quantity
• Balance quantities
• Maintain Consolidated Activity Tracker when multiple contractors execute the same activity, tracking billed vs balance quantities.
• Maintain Bill Tracker, including debit notes and financial adjustments for each submission.
• Prepare and update the Material Consumption & Procurement Tracker for cost monitoring.

5. Documentation & Reporting

• Maintain proper records of certified bills, trackers, approvals, and cost summaries.
• Provide periodic cost status reports to management.
• Highlight risks such as quantity overruns, cost escalations, or billing discrepancies.

6. Other Responsibilities

• Support audits, reconciliations, and final account settlements.
• Perform any QS, estimation, or billing-related responsibilities assigned by the Reporting Manager.
