Job Description Mechanical QA/QC Head
1. Position Details

Job Title: Mechanical QA/QC Head
Department: Quality Assurance & Quality Control
Reporting To: Project Head / MEP Head / Construction Manager
Location: Project Site

2. Job Purpose

The Mechanical QA/QC Head is responsible for establishing, implementing, and maintaining the Quality Management System for all mechanical works at the project site. The role ensures that materials, installation, inspection, testing, commissioning, and documentation comply with approved drawings, project specifications, applicable codes and standards, client requirements, and the approved Inspection and Test Plans (ITPs).

3. Key Roles & Responsibilities
A. Quality Management
  • Develop and implement the Project Quality Plan for mechanical works.
  • Establish QA/QC procedures, Inspection and Test Plans (ITPs), Method Statements, and checklists.
  • Ensure compliance with approved project specifications, drawings, and applicable standards.
  • Monitor the effectiveness of the Quality Management System and initiate improvements where required.
  • Conduct regular quality audits and inspections.
B. Inspection & Quality Control
  • Plan and supervise inspection activities for mechanical installations.
  • Ensure inspections are carried out at defined hold points and witness points as per approved ITPs.
  • Review and approve inspection reports, checklists, and quality records.
  • Coordinate with clients, consultants, third-party inspectors, and internal project teams for inspections.
C. Mechanical Works Coverage

Responsible for QA/QC activities related to:

  • HVAC systems and ducting
  • Chilled Water and Hot Water piping
  • Process piping
  • Compressed Air (CA) piping
  • Natural Gas piping
  • Fire Protection Systems (FPS)
  • Domestic and Drinking Water systems
  • Drainage and utility piping
  • Equipment installation and alignment
  • Pumps, Air Washers, Exhaust Systems, and other mechanical equipment
  • EOT Cranes and associated mechanical installations, where applicable
D. Material Quality Control
  • Verify incoming materials against approved Material Approval Requests, specifications, and purchase documents.
  • Ensure proper material identification, traceability, storage, and preservation.
  • Review Material Test Certificates (MTCs) and inspection certificates.
  • Control and monitor the use of approved materials at site.
E. Welding & NDT Quality Control
  • Review and ensure compliance with approved WPS, PQR, and Welder Qualification Records.
  • Monitor fit-up, welding, visual inspection, and weld traceability.
  • Coordinate and review NDT activities including RT, UT, PT, and MT, as applicable.
  • Monitor radiography rejection and ensure proper repair and re-inspection.
  • Maintain welding logs, weld maps, and NDT records.
F. Testing & Commissioning
  • Prepare and review testing procedures and test packs.
  • Ensure readiness for hydrostatic testing, pneumatic testing, flushing, pressure testing, and leak testing.
  • Witness and monitor testing activities with the client/consultant.
  • Ensure all punch points are closed before system handover.
  • Coordinate QA/QC support during testing and commissioning activities.
G. NCR & Corrective Action
  • Identify quality deviations and raise Non-Conformance Reports (NCRs) where required.
  • Conduct Root Cause Analysis (RCA) for major quality failures.
  • Implement and monitor Corrective and Preventive Actions (CAPA).
  • Ensure closure of NCRs, observations, and client comments within the agreed timeline.
  • Analyze recurring quality issues and implement preventive measures to minimize rework.
H. Documentation & Reporting
  • Maintain complete QA/QC documentation and inspection records.
  • Ensure timely submission of Inspection Requests (IR), Material Inspection Requests (MIR), and test reports.
  • Maintain records of:
    • ITPs and checklists
    • WPS/PQR/WPQ
    • Welding and NDT reports
    • Pressure and leak test reports
    • Calibration certificates
    • NCR/CAPA records
    • Material traceability records
    • As-built drawings
    • Quality dossiers and handover documents
  • Prepare weekly and monthly QA/QC reports for project management.
I. Team Management
  • Lead and manage the Mechanical QA/QC team.
  • Allocate inspectors and engineers based on project priorities.
  • Conduct training and toolbox sessions on quality requirements.
  • Monitor team performance and ensure adequate competency.
  • Coordinate closely with Construction, Engineering, Planning, Procurement, and Commissioning teams.
J. Client & Stakeholder Coordination
  • Act as the primary QA/QC representative for mechanical works.
  • Attend client, consultant, and internal quality meetings.
  • Resolve quality-related issues in coordination with relevant stakeholders.
  • Ensure timely closure of client observations and punch points.
  • Support successful mechanical system handover to the client.
4. Required Qualifications & Experience
Education:
  • Bachelor's Degree / Diploma in Mechanical Engineering.
Experience:
  • Typically 10–15 years of experience in Mechanical QA/QC, including leadership experience in industrial, infrastructure, MEP, manufacturing, or large construction projects.
Preferred Certifications/Knowledge:
  • ISO 9001 Quality Management System
  • ASME / AWS standards
  • ASME B31.1 / B31.3 piping standards
  • AWS D1.1, where applicable
  • API standards, where applicable
  • NDT Level II knowledge/certification preferred
  • Lead Auditor / Internal Auditor certification preferred
5. Key Competencies
  • Strong leadership and team-management skills

  • Expertise in piping, welding, NDT, and pressure testing
  • Strong problem-solving and Root Cause Analysis skills
