Location: Basalt Hills Project Site, Khalapur, Maharashtra, with periodic visits to the Head Office - Koparkhairane

Department: Projects / Procurement / Quality Control

Employment Type: Full-Time

About Ascenta

Ascenta is a real estate development company focused on creating premium gated communities, luxury villa developments, and lifestyle-oriented residential projects. Our developments combine thoughtful planning, quality construction, and attention to detail.

We are looking for a technically strong Sourcing & Procurement Manager who can bridge the gap between engineering drawings, BOQs, material procurement, vendor management, and on-site execution. The role will be predominantly site-based at our Basalt Hills project in Khalapur, with periodic work from our Head Office.

Role Overview

The candidate will be responsible for preparing, reviewing, interpreting, and validating Bills of Quantities (BOQs), identifying appropriate construction materials, evaluating material specifications and quality, sourcing competitive vendors, and ensuring that materials procured and work executed at the site meet the approved technical standards.

The ideal candidate must have a strong civil engineering or construction engineering background, an excellent understanding of construction materials, and the ability to scrutinise BOQs and drawings in detail.

This is a hands-on technical role requiring regular site inspections, coordination with consultants and contractors, and active involvement in procurement decisions. The candidate must be capable of identifying discrepancies, avoiding unnecessary expenditure, and ensuring that cost optimisation never compromises quality.

Key Responsibilities
1. BOQ Preparation, Interpretation & Validation
  • Prepare detailed BOQs for civil, structural, finishing, external development, infrastructure, and landscape-related civil works.
  • Read and interpret architectural, structural, MEP, infrastructure, and landscape drawings to understand the actual scope of work.
  • Conduct detailed quantity take-offs from approved drawings and verify quantities against site measurements.
  • Scrutinise BOQs submitted by contractors, consultants, and vendors for quantity accuracy, technical correctness, scope gaps, and duplication.
  • Identify missing items, incorrect specifications, excessive quantities, rate discrepancies, and potential variations before approval.
  • Verify that BOQ descriptions accurately reflect material specifications, dimensions, grades, finishes, installation methods, and workmanship requirements.
  • Prepare item-wise BOQs with clear descriptions, units of measurement, quantities, specifications, and relevant technical references.
  • Coordinate with architects, consultants, project managers, and site engineers to resolve drawing discrepancies and obtain clarifications before procurement or execution.
  • Maintain a clear record of approved BOQs, revisions, variations, and final executed quantities.
2. Technical Procurement & Material Sourcing
  • Source construction materials based on approved BOQs, drawings, technical specifications, quality standards, and project requirements.
  • Identify, evaluate, and develop a reliable network of suppliers, manufacturers, dealers, fabricators, and specialist contractors.
  • Obtain and compare quotations from multiple vendors on a like-for-like technical basis.
  • Evaluate the total procurement cost, including transportation, loading, unloading, wastage, taxes, installation requirements, and applicable commercial terms.
  • Ensure that the lowest quotation is not selected without verifying material quality, specifications, durability, and suitability for the intended application.
  • Prepare comparative statements covering technical compliance, brand, grade, dimensions, finish, warranty, delivery timelines, and commercial terms.
  • Recommend vendors based on technical suitability, quality consistency, price competitiveness, delivery reliability, and after-sales support.
  • Negotiate pricing, payment terms, delivery schedules, replacement terms, and other commercial conditions.
  • Ensure that procurement is initiated only against approved requirements, specifications, quantities, and purchase approvals.
  • Identify alternative materials and vendors where cost savings are possible without compromising approved quality or design intent.
3. Construction Material Knowledge & Quality Evaluation
  • Demonstrate strong practical knowledge of construction materials, including cement, steel, aggregates, concrete, blocks, waterproofing systems, pipes, drainage materials, pavers, stone, tiles, Kota stone, adhesives, paints, finishes, and other civil construction products.
  • Understand the difference between material grades, technical specifications, performance standards, durability, and quality classifications.
  • Evaluate samples, technical data sheets, product catalogues, test certificates, and manufacturer specifications before recommending materials.
  • Verify that supplied materials conform to approved brands, grades, dimensions, finishes, and project specifications.
  • Identify inferior-quality, substandard, counterfeit, damaged, or non-compliant materials.
  • Coordinate material testing and inspections wherever required under the project specifications and applicable standards.
  • Ensure that material substitutions are not accepted without the required technical review and written approval.
  • Maintain records of approved material samples, inspection reports, test results, warranties, and supplier documentation.
4. On-Site Quality Control & Execution Monitoring
  • Spend the majority of working days at the project site to monitor material quality and verify construction work against approved drawings, BOQs, and specifications.
  • Inspect materials at the time of delivery and before they are incorporated into the works.
  • Check workmanship and execution quality for civil works, roads, drainage, external development, paving, finishing, and other assigned construction packages.
  • Verify site measurements and executed quantities before contractor bills are recommended for certification.
  • Identify deviations from approved drawings, specifications, material standards, and workmanship requirements.
  • Raise non-conformance observations and coordinate corrective actions with contractors and site teams.
  • Ensure that defects, rework, and material wastage are identified early and addressed promptly.
  • Maintain photographic records and inspection checklists for critical construction activities.
  • Coordinate with the project team to ensure that concealed works are inspected and documented before being covered.
  • Follow up on corrective actions and verify closure before recommending acceptance of the relevant work.
5. Cost Control, Quantity Verification & Wastage Management
  • Monitor procurement costs against approved BOQs and budgets.
  • Identify opportunities for value engineering, alternative sourcing, quantity optimisation, and reduction of avoidable wastage.
  • Compare estimated quantities, ordered quantities, delivered quantities, consumed quantities, and balance stock.
  • Investigate unexplained variations, excess consumption, material losses, and repeated rework.
  • Verify contractor measurement sheets, running account bills, and final bills against approved BOQs and actual site execution.
  • Flag deviations and additional claims before they result in unapproved financial commitments.
  • Maintain a clear audit trail for procurement decisions, quantity variations, and cost-saving recommendations.
  • Submit periodic reports on procurement savings, material consumption, quality issues, and budget variances.
6. Vendor & Contractor Management
  • Assess vendors for technical capability, product quality, pricing, delivery performance, reliability, and compliance.
  • Coordinate with vendors and contractors regarding technical clarifications, material samples, delivery schedules, and rectification of quality issues.
  • Track purchase orders against promised delivery dates and elevate delays that may affect project progress.
  • Ensure that materials supplied match the approved purchase order and sample.
  • Maintain an updated vendor database with quotations, negotiated rates, performance records, and quality observations.
  • Develop alternative sources for critical materials to reduce supply risks and improve commercial competitiveness.
  • Work closely with the accounts and procurement teams to ensure proper documentation and timely processing of approved bills.
7. Documentation, Reporting & Internal Coordination
  • Maintain organised records of BOQs, drawings, quantity take-offs, technical specifications, quotations, comparative statements, purchase orders, delivery challans, and inspection reports.
  • Maintain a material inward register and ensure that deliveries are checked against purchase orders and approved specifications.
  • Prepare daily updates on critical site inspections, material receipts, quality observations, and pending technical issues.
  • Submit weekly reports covering procurement status, BOQ progress, vendor performance, cost variances, quality concerns, and corrective actions.
  • Coordinate regularly with the site execution team, project management team, architects, consultants, accounts team, and Head Office.
  • Ensure that all procurement and quality-related approvals are documented and traceable.
  • Highlight unresolved issues, cost implications, and potential project delays to the reporting authority promptly.
Qualifications & Experience
  • Bachelors degree in Civil Engineering or a closely related construction engineering discipline is mandatory.
  • Minimum 58 years of relevant experience in construction procurement, technical sourcing, BOQ management, quantity surveying, or construction quality control.

  • Proven ability to read engineering drawings and perform quantity take-offs independently.
  • Demonstrated knowledge of construction materials, grades, specifications, testing, and quality standards.
  • Experience in vendor evaluation, quotation comparison, commercial negotiation, and contractor bill verification.
  • Proficiency in Microsoft Excel and AutoCAD drawing interpretation is required. Working knowledge of ERP or procurement systems will be an advantage.
