Position Overview

The Labour Procurement Manager will lead the end-to-end sourcing, onboarding, vendor coordination, and legal compliance of contract and direct factory manpower for our plywood manufacturing facility. This role is responsible for ensuring uninterrupted factory operations by maintaining adequate manpower levels (skilled, semi-skilled, and unskilled) across all manufacturing shifts while maintaining strict adherence to local labour laws, statutory compliance, and cost efficiency.

Key Responsibilities
1. Labour Procurement & Contractor Management
  • Source, negotiate with, and onboard reliable third-party labour contractors/vendors to meet factory production requirements.
  • Maintain an active database of labour contractors and regional manpower pipelines to manage seasonal absenteeism and sudden shifts in production volume.
  • Manage daily floor-level manpower allocation across core manufacturing units (peeling, drying, composure, pressing, sanding, and loading/unloading).
  • Establish Key Performance Indicators (KPIs) for contractors regarding supply SLA, attrition rates, and attendance compliance.
  • Review contractor invoices, verify muster rolls against biometric attendance, and authorize timely billing and payments.
2. Statutory Compliance & Legal Governance
  • Ensure 100% compliance with all applicable central and state labour laws, including:
  • Code on wages 2019
  • code on social security 2020
  • Industrial relations code 2020
  • Occupational Safety, Health and Working Conditions (OSH) Code, 2020
  • Ensure timely deposition of PF and ESI contributions for contract workers by validating contractor sub-codes and monthly inspection receipts.
  • Maintain mandatory physical and digital registers, display statutory notices, and prepare for government labour department audits and inspections.
  • Oversee factory licence renewals, contractor registration certificates, and legal documentation.
3. Cost Management & Budgeting
  • Formulate competitive yet compliant rate cards for labour supply in coordination with management.
  • Monitor manpower budgets, track cost-per-unit production labour impact, and implement strategies to reduce overtime dependencies and labour wastage.
  • Conduct regular vendor audits to prevent proxy attendance, billing discrepancies, or non-payment of minimum wages by contractors.
4. Operational Support & Industrial Relations
  • Serve as the primary liaison between plant leadership, production department heads, and external labour supply contractors.
  • Address and resolve on-site contractor worker grievances, disputes, and discipline issues to maintain a smooth operational environment.
  • Coordinate with factory EHS (Environmental, Health, and Safety) teams to ensure mandatory safety gear (PPE) distribution, safety training, and medical check-ups for all contract labour.
Required Qualifications & Experience
  • Education: Bachelors degree in Human Resources, Business Administration, Industrial Relations, Law, or a related field. An MBA/PG Diploma in HR/IR or Labour Laws is preferred.
  • Experience: Minimum 5 to 8 years of hands-on experience in factory labour procurement, contract manpower sourcing, and labour vendor management within a manufacturing environment (Plywood, Timber, Heavy Engineering, Process Manufacturing, or Packaging industry preferred).
  • Technical & Legal Expertise:
    • Demonstrated, thorough working knowledge of PF, ESI, Factory Acts, and Contract Labour regulations.
    • Proven track record of managing multi-vendor contractor networks and handling high-volume operational labor requirements (200+ workers).
    • Hands-on experience dealing with labour inspectorate audits and statutory documentation.
  • Languages: Proficiency in English, Hindi, and the local regional language of the plant location.
