Job Summary
We are looking for an experienced and result-oriented General Manager Business Development to lead business development activities for road, highway, EPC, infrastructure, and building construction projects.
The candidate will be responsible for identifying new business opportunities, developing relationships with government departments, NHAI, state authorities, PSUs, private developers and consultants, and driving the complete tendering and business acquisition process.
Key Responsibilities
1. Business Development & New Opportunities
- Identify and develop new business opportunities in road construction, highways, EPC and building projects.
- Track upcoming tenders, projects, government schemes and private sector opportunities.
- Develop and maintain a strong project opportunity pipeline.
- Conduct market research and monitor competitors, upcoming projects and industry trends.
- Develop strategies for entering new markets and expanding the companys business.
2. Tender & Bidding Management
- Monitor and evaluate NHAI, NHIDCL, PWD, CPWD, state government, PSU and private sector tenders.
- Review tender documents, eligibility criteria, technical requirements and commercial conditions.
- Coordinate with the estimation, planning, technical, finance, legal and project teams for bid preparation.
- Lead the preparation and submission of technical and commercial bids.
- Evaluate project feasibility, risks, margins and commercial viability before bidding.
- Coordinate with management for final bid decisions and approvals.
3. Client & Stakeholder Management
- Develop and maintain relationships with senior officials, government authorities, consultants, architects, PMC firms, developers and key industry stakeholders.
- Represent the company in pre-bid meetings, client meetings, industry events and business discussions.
- Understand client requirements and identify opportunities for repeat and new business.
- Maintain strong relationships throughout the tender and project lifecycle.
4. Strategic Alliances & JV
- Identify suitable partners for Joint Ventures, consortiums and strategic alliances.
- Evaluate potential partners based on technical capability, financial strength, experience and market presence.
- Lead discussions and negotiations for JV/consortium arrangements.
- Coordinate documentation and commercial discussions for strategic partnerships.
5. Commercial & Contract Understanding
- Review major commercial terms, contractual conditions, payment terms, LD provisions, performance guarantees and risk allocation.
- Coordinate with the commercial and legal teams to identify key contractual risks.
- Participate in commercial negotiations with clients and partners.
6. Business Strategy
- Prepare annual and long-term business development plans.
- Set business acquisition targets and monitor achievement.
- Prepare regular reports on tender pipeline, opportunities, bids submitted, orders won/lost and future prospects.
- Provide management with market intelligence and recommendations regarding potential projects.
7. Team Management
- Lead and mentor the Business Development and Tendering team.
- Allocate responsibilities and monitor team performance.
- Build a strong network and database of projects, clients, consultants and business partners.
- Ensure timely submission of bids and business proposals.

- Value of new orders secured.

- Value and quality of business pipeline.
- Number of strategic opportunities identified.Successful JV/consortium partnerships developed.
- Growth in road/highway/building business.
- Gross margin and commercial quality of secured projects.

Educational Qualification
- Bachelor’s degree in Civil Engineering preferred.
- MBA/PGDM in Marketing, Business Development or Management will be an added advantage.
Experience
- 10–20 years of relevant experience in Business Development/Tendering in the Road, Highway, Infrastructure, EPC or Building Construction industry.
- Strong experience in handling government and private sector projects.
- Experience with NHAI, NHIDCL, PWD, CPWD, state government departments, PSUs and/or major private developers will be preferred.
- Experience in large-value EPC/road/highway/building tenders is desirable.
