• Identify opportunities, bid strategy, consortium/JV development, and coordination across technical, commercial and financial teams.
• Develop and maintain a strong TBCB project pipeline and ensure commercially viable, technically compliant bids.
• Track ISTS and intra-state tenders; monitor opportunities from MoPower, RECPDCL, PFCCL, and state utilities.
• Coordinate preparation of technical, commercial and financial bids; develop bid matrices and submission checklists.
• Coordinate with Finance for financial modelling, CAPEX/OPEX estimates and return calculations.
• Negotiate MoUs, consortium agreements and commercial terms with EPCs, technical and financial partners.

Job Role: DGM / GM - TBCB Projects (BD & Tendering)

Job Location: Thane, Mumbai

Job Purpose:

Lead and manage the end-to-end tendering and business development activities for TBCB (Tariff Based Competitive Bidding) transmission and Substation projects, including identification of opportunities, bid strategy, consortium/JV development, technical-commercial coordination, bid preparation, submission, and post-bid activities.

The role will be responsible for developing a strong TBCB project pipeline and ensuring commercially viable, technically compliant and competitively positioned bids.

Key Responsibilities:

• Track upcoming ISTS and intra-state transmission projects under competitive bidding.
• Monitor tenders and opportunities floated by Ministry of Power, CTUIL, REC Power Development and Consultancy Ltd. (RECPDCL), PFC Consulting Ltd. (PFCCL), state transmission utilities and other authorities.
• Develop and maintain a pipeline of potential TBCB opportunities.
• Analyse project attractiveness, estimated project cost, competition, execution complexity and commercial viability.
• Identify opportunities for greenfield transmission projects, substations, HVDC/HVAC systems and associated infrastructure.
• Lead the complete tendering process from NIT/RfP evaluation through bid submission.
• Review RfP, TSA, technical specifications, schedules, qualification requirements, payment terms, LD provisions and other contractual conditions.
• Coordinate preparation of technical, commercial and financial bids.
• Develop tender compliance matrices and bid submission checklists.
• Ensure timely submission of EMD, bid security, undertakings, declarations and other statutory documents.
• Coordinate clarifications and pre-bid queries with the tendering authority.
• Develop bid strategy based on project risk, competition, execution cost and expected returns.
• Prepare detailed bid/no-bid recommendations based on commercial and technical assessment.
• Coordinate with Finance for financial modelling, funding assumptions and return calculations.
• Work with project/EPC teams to develop realistic CAPEX and OPEX estimates.
• Evaluate construction schedules, financing costs, contingencies and lifecycle costs.
• Participate in determining competitive tariff/bid parameters while maintaining required commercial returns.
• Identify and negotiate with potential technical, EPC, financial and strategic partners.
• Develop consortium/JV structures for qualification and bid participation.
• Coordinate due diligence of partners.
• Negotiate MoUs, consortium agreements, JV arrangements and commercial terms.
• Maintain relationships with major EPC contractors, equipment manufacturers, investors and financial institutions.
• Coordinate with engineering teams for Transmission lines, GIS/AIS substations, HVDC/HVAC systems, FACTS/reactive compensation systems, Protection & automation, SCADA/telecommunication Civil and associated works.
