CRTS Global LLC in Indonesia seeks an experienced HSE professional to support implementation and continual improvement of the local IMS aligned with ISO 9001, 14001 and 45001. You will oversee safety, environmental and quality controls across industrial operations.
Responsibilities include workplace inspections, risk assessments, incident investigations, training matrix upkeep, and coordination of contractor QHSE prequalification. Fluency in Bahasa Indonesia and English is required.
Position Responsibilities & Accountabilities:
Support implementation, maintenance, and continual improvement of the local IMS in line with ISO 9001, ISO 14001 and ISO 45001, corporate procedures, customer requirements, and applicable local legal requirements.
Maintain a visible field-level QHSE presence through routine workplace inspections, leadership walks, and observations; identify hazards, unsafe acts/conditions, environmental concerns, quality-control weaknesses, and improvement opportunities.
Support HIRA/JSA/JHA, environmental aspects and impact assessments, task risk reviews, and verification of operational controls.
Verify that high-risk activities are supported by approved risk assessments, method statements, permits, competent personnel, required PPE and effective controls, including hot work, confined space, lifting, work at height, excavation, electrical isolation/LOTO, pressure testing, chemical handling, vehicle movement and SIMOPS where applicable.
Apply the hierarchy of controls and eliminate uncontrolled, or high-risk, conditions so that risks are reduced to ALARP before work continues. Reasonably practicable means balancing the level of risk against the time, cost and effort required to control it and must never be used to justify uncontrolled high risk.
Support environmental controls for waste, hazardous materials, chemical storage, spill prevention and response, pollution prevention and efficient use of energy, water, and materials.
Maintain the local QHSE training, competence, and certification matrix, including statutory and task-specific requirements, evidence, and expiry dates.
Coordinate inductions, toolbox talks, refresher training, emergency briefings, and task-specific awareness sessions and maintain associated attendance and assessment records.
Promote worker consultation and participation through safety observations, hazard reporting, toolbox talks, risk assessments, safety-committee activities, feedback mechanisms, and improvement actions.
Ensure incidents, near misses, unsafe conditions, environmental events, quality nonconformities and other QHSE deviations are reported in accordance with company procedures.
Support or lead investigations as assigned, including evidence collection, interviews, root-cause analysis, corrective-action development, lessons learned and verification of action effectiveness.
Support emergency preparedness for credible site scenarios, participate in drills and exercises, and verify readiness of first-aid, fire, spill-response, and other emergency equipment.
Support contractor QHSE prequalification, onboarding, induction, CSMS requirements, permit-to-work monitoring, inspections, and performance feedback.
Function as the local representative of the Quality function for routine IMS support, promoting consistent process execution, compliance with approved workflows and continual improvement.
Support implementation and continual improvement of ISO 9001-related controls, including documented information, customer requirements, nonconforming outputs, process performance, and improvement actions.
Undertake local internal audits in accordance with the approved annual audit schedule and applicable audit procedures, maintaining appropriate objectivity and independence.
Raise or support NCRs, CAPA and other improvement actions; use audit, incident, customer-feedback, and KPI data to identify trends, recurring causes, and improvement opportunities.
Support establishment, maintenance and administration of the statutory occupational safety and health committee required at the work location, including meetings, agendas, minutes, membership records, work programmes, action tracking, and required reporting.
Perform any statutory safety-committee secretary function only when the role-holder holds the formal competent-person / occupational safety and health expert appointment required by the competent authority and has been formally designated by the company.
Monitor validity and renewal dates for assigned statutory QHSE appointments, licences, certifications, and competency records and elevate upcoming expiry or gaps in sufficient time for action.
Maintain complete, accurate and audit-ready QHSE records, including inspection records, training and competency evidence, incident files, statutory records, contractor records, audit evidence, environmental records, NCR/CAPA records and corrective-action evidence.
Maintain QHSE trackers and dashboards covering inspections, observations, training, incidents, statutory actions, audits, NCR/CAPA, environmental checks, contractor performance and other relevant KPIs.
Compile routine QHSE reports using appropriate leading and lagging indicators and highlight trends, emerging risks, repeated nonconformities, and overdue actions.
Prepare local inputs for IMS management review, including performance, compliance status, audit results, incidents, customer feedback, risks and opportunities, resource needs, and improvement actions.
Track management-review decisions and assigned follow-up actions to verified closure.
Support effective document control, record retention, change management, audit readiness and evidence-based verification of action completion and effectiveness.
Identify recurring trends and systemic weaknesses and recommend practical improvement opportunities to strengthen QHSE performance and culture.
Qualification Requirements and Skills:
Bachelor's degree or diploma in Occupational Health & Safety, Environmental Science, Engineering, Quality, Industrial Technology or a related discipline is preferred; equivalent relevant experience combined with recognized qualifications may be considered.
Minimum 3-5 years of relevant HSE, HSEQ, QHSE or combined HSE/Quality experience in industrial, manufacturing, oil & gas, construction, coating, fabrication or comparable operational environments.
Recognized statutory occupational safety and health / K3 qualification applicable to the work location, or evidence of eligibility to obtain the required formal competent-person appointment, is strongly preferred.
Any formal competent-person / occupational safety and health expert appointment required by the competent authority must be obtained and maintained before performing a statutory committee-secretary function.
Working knowledge of applicable local K3/OSH requirements, statutory safety-committee obligations, competence/certification controls, SMK3 expectations where applicable and management-system requirements relevant to the facility.
Practical experience with workplace inspections, HIRA/JSA/JHA, PTW, LOTO, work at height, lifting, confined space, hot work, incident investigation, emergency drills, contractor management and corrective-action tracking.
Working knowledge of ISO 9001, ISO 14001 and ISO 45001 management-system principles. Internal-auditor training is preferred.
Experience with NCR/CAPA, root-cause analysis, audit evidence, KPI reporting and document/record control is preferred.
Proficiency in Microsoft Word, Excel, PowerPoint and Outlook, together with competence using QHSE trackers, action registers, training matrices, document-control systems and basic data-analysis tools.
Strong written and verbal communication, influencing and engagement skills, with the ability to work effectively with workers, supervisors, contractors, management and multicultural teams.
Fluency in Bahasa Indonesia and working proficiency in English are required.
