Job summary

PT. Horizon Construction Indonesia is seeking a skilled Purchasing Specialist to manage end-to-end procurement activities, including sourcing, quotations, price negotiations, and purchase orders.

You will coordinate with internal teams to secure timely deliveries and cost-efficient sourcing while maintaining compliance with company policies. Fluency in Mandarin and Bahasa Indonesia is required to communicate with Chinese-speaking management and suppliers; English is a plus.

Qualifications

• Bachelor’s degree in Supply Chain, Business Admin, Engineering, or related field.
• Minimum 3 years of experience in purchasing, procurement, or supply chain.
• Fluent in Mandarin Chinese and Bahasa Indonesia; English a plus.
• Experience in construction/mining/manufacturing/trading preferred.
• Strong negotiation, communication, analytical and problem-solving skills.
• Proficient in procurement processes, supplier management, POs, and cost control.
• Excellent Excel and MS Office; ERP experience preferred.

Responsibilities

• Manage end-to-end purchasing activities, including sourcing, requesting quotations, negotiating prices, and issuing purchase orders.
• Identify, evaluate, and maintain relationships with suppliers to ensure competitive pricing, quality, and delivery.
• Communicate and negotiate with local and Chinese suppliers regarding pricing, terms, specs, and delivery.
• Prepare and compare supplier quotations for cost-effectiveness and policy compliance.
• Coordinate with Finance, Warehouse, Operations, Asset Management, and Project teams to fulfill needs.
• Monitor POs, delivery schedules, and outstanding orders for timely delivery.
• Verify purchasing documents, quotations, invoices, and delivery orders for accuracy.
• Maintain supplier databases and procurement reports.
• Support cost-control initiatives and identify purchasing efficiency opportunities.
• Ensure all purchasing activities comply with policies, approval procedures, and regulations.
• Handle supplier complaints and delivery discrepancies promptly.

Manage end-to-end purchasing activities, including sourcing, requesting quotations, negotiating prices, and issuing purchase orders (PO).

Identify, evaluate, and maintain relationships with suppliers and vendors to ensure competitive pricing, quality, and reliable delivery.

Communicate and negotiate with local and Chinese suppliers regarding pricing, payment terms, product specifications, and delivery schedules.

Prepare and compare supplier quotations to ensure cost-effectiveness and compliance with company procurement policies.

Coordinate with internal departments, including Finance, Warehouse, Operations, Asset Management, and Project teams, to fulfill purchasing requirements.

Monitor purchase orders, delivery schedules, and outstanding orders to ensure timely delivery of goods and services.

Verify purchasing documents, quotations, invoices, delivery orders, and other supporting documents for accuracy and completeness.

Maintain accurate purchasing records, supplier databases, and procurement reports.

Support cost-control initiatives and identify opportunities to improve purchasing efficiency.

Ensure all purchasing activities comply with company policies, approval procedures, and applicable regulations.

Handle supplier complaints, delivery discrepancies, and purchasing-related issues promptly.

Requirements

Bachelor’s degree in Supply Chain Management, Business Administration, Management, Engineering, or a related field.

Minimum 3 years of experience in purchasing, procurement, or supply chain management.

Fluent in Mandarin Chinese and Bahasa Indonesia to communicate effectively with Chinese-speaking management and suppliers.

English proficiency is an advantage.

Experience in the construction, mining, heavy equipment, manufacturing, or trading industry is highly preferred.

Strong negotiation, communication, analytical, and problem-solving skills.

Good knowledge of procurement processes, supplier management, purchase orders, and cost-control practices.

Proficient in Microsoft Excel and other Microsoft Office applications; experience with ERP or procurement systems is preferred.

Detail-oriented, organized, proactive, and able to work under pressure while managing multiple purchasing requests.
