Job summary

PT.KMU Konstruksi Indonesia is seeking an experienced HSE Specialist to develop, implement and oversee health, safety and environmental programmes across our oil and gas operations in Bekasi Regency, West Java. This role reports to senior management and has a strategic impact on risk management.

You will conduct audits, investigations, training, and ensure compliance with Indonesian regulations and international standards, fostering a strong safety culture with site teams and regulators.

Qualifications

• Minimum 5 years of professional HSE management experience in oil & gas, construction or heavy industry.
• Strong knowledge of Indonesian health, safety, and environmental regulations and compliance requirements.
• Experience in incident investigation, hazard assessment and risk management.
• Proven ability to develop and deliver HSE training to diverse audiences.

About the role
We are seeking an experienced HSE Specialist to join our team on a full-time basis in Bekasi Regency, West Java. This is a critical position within our organisation, responsible for developing, implementing, and overseeing health, safety and environmental programmes across our oil and gas operations. As HSE Specialist, you will play a vital role in ensuring our company maintains compliance with all relevant legislation and industry best practices, whilst fostering a strong safety culture throughout the organisation. This role reports directly to senior management and has a strategic impact on our operational excellence and risk management framework.

What you'll be doing

Developing, implementing, and maintaining comprehensive health, safety, and environmental policies and procedures aligned with industry standards and Indonesian regulations

Conducting regular safety inspections, audits, and risk assessments across all operational sites and construction activities

Investigating incidents, near-misses, and accidents, producing detailed reports and implementing corrective actions to prevent recurrence

Providing HSE training and induction programmes to all employees, contractors, and site personnel

Monitoring and analysing safety performance data, producing reports and recommendations to senior management

Ensuring compliance with environmental regulations, waste management protocols, and pollution prevention measures

Liaising with regulatory authorities, clients, and third-party inspection bodies regarding HSE matters

Managing HSE documentation, records, and certification systems

Promoting a positive safety culture through engagement initiatives and hazard reporting programmes

Supporting project teams in identifying and mitigating health, safety, and environmental risks during all phases of operations

What we're looking for

Minimum 5 years' professional experience in HSE management, preferably within the oil and gas, construction, or heavy industrial sectors

Recognised HSE qualifications such as Certificate Inspector, AGT & CSE, AK3U, ERP, NEBOSH IGC (International General Certificate), IOSH MS (Managing Safely), or equivalent international certification

Strong knowledge of Indonesian health, safety, and environmental legislation, regulations, and compliance requirements

Demonstrated experience in incident investigation, hazard assessment, and risk management

Proven ability to develop and deliver HSE training programmes to diverse audiences

Excellent written and verbal communication skills in English and Indonesian (or other local languages)

Strong analytical and problem-solving capabilities with attention to detail

Experience working on construction or operational sites in demanding environments

Proficiency with HSE management systems and safety software

A proactive, collaborative approach to stakeholder engagement and safety promotion

Preferred: Additional certifications such as OHSAS 18001 (ISO 45001), environmental management qualifications, or experience with major hazard operations.
