Job summary

EBER Petrochemical Group in Gresik, East Java, Indonesia, is seeking an experienced HSE Lead (Manager) to develop and oversee comprehensive HSE policies and programmes. You will lead risk assessments, incident investigations, training, audits and regulatory compliance to safeguard personnel and assets.

The role requires 8–10 years in HSE management within oil & gas, petrochemical or heavy construction, with strong leadership and Indonesian regulations knowledge.

Qualifications

• Bachelor's degree in Occupational Health and Safety, Engineering, Environmental Science or a related discipline.
• Professional certification such as NEBOSH, OHSAS 18001 or equivalent HSE qualification.
• Minimum 8-10 years' experience in HSE management in oil & gas, petrochemical or heavy construction.
• Proven track record of reducing incidents and improving safety performance.
• Knowledge of Indonesian HSE regulations and international standards.

Responsibilities

• Develop and maintain HSE policies, procedures, and programmes across all operations.
• Conduct risk assessments and hazard analyses to identify and mitigate danger.
• Lead incident investigations and root cause analyses to prevent recurrence.
• Provide HSE training and inductions for employees and contractors.
• Monitor compliance with local and international HSE regulations and standards.
• Conduct HSE audits and inspections to ensure adherence to standards.
• Maintain HSE records, documentation and reporting.
• Collaborate with operations to foster safety culture and continuous improvement.
• Develop and manage HSE budgets and resources.
• Represent the organisation in HSE matters with regulators and stakeholders.
• Lead HSE committees and engage workers on safety matters.

About the role

EBER Petrochemical Group is seeking an experienced HSE Lead (Manager) to join our team in Gresik, East Java. This is a full-time position that plays a critical role in maintaining and enhancing our Health, Safety and Environment standards across all operations. As HSE Lead, you will be responsible for developing, implementing and overseeing comprehensive HSE policies and programmes that protect our workforce, safeguard our assets and ensure compliance with all relevant regulations. This position is pivotal to our commitment to operational excellence and demonstrates our dedication to creating a safe and healthy working environment for all employees and contractors.

Key responsibilities

• Developing, implementing and maintaining Health, Safety and Environment policies, procedures and programmes across all operational areas
• Conducting regular risk assessments and hazard analyses to identify potential dangers and implement preventive measures
• Leading incident investigations and root cause analysis to prevent recurrence and improve safety protocols
• Providing HSE training and induction programmes to all employees and contractors to ensure awareness and compliance
• Monitoring compliance with local and international HSE regulations, standards and best practices
• Conducting regular HSE audits and inspections to assess adherence to established standards
• Maintaining comprehensive HSE records, documentation and reporting systems
• Collaborating with operational teams to embed safety culture and continuous improvement initiatives
• Developing and managing HSE budgets and resources effectively
• Representing the organisation in HSE matters with regulatory authorities and external stakeholders
• Leading HSE committees and fostering engagement with workers on safety matters

What we’re looking for

• Bachelor's degree in Occupational Health and Safety, Engineering, Environmental Science or a related discipline
• Professional certification such as NEBOSH, OHSAS 18001 or equivalent HSE qualification
• Minimum 8-10 years' experience in HSE management, preferably within the oil and gas, petrochemical or heavy construction industries
• Proven track record of developing and implementing successful HSE programmes that demonstrably reduce incidents and improve safety performance
• In-depth knowledge of Indonesian HSE regulations, labour laws and international standards applicable to construction and industrial operations
• Strong leadership and management capabilities with experience supervising HSE teams
• Excellent communication and interpersonal skills, with the ability to engage effectively at all levels of the organisation
• Proficiency in HSE management systems, incident reporting software and data analysis
• Ability to conduct investigations, perform audits and prepare detailed HSE reports
• Problem-solving mindset with the capacity to identify systemic issues and implement practical solutions
• Fluency in Indonesian and English (written and spoken)
