Job summary

Pengiklan Anonim seeks an experienced HSE Department Head to lead Health, Safety, and Environmental management across East and West Kalimantan refinery operations. The role ensures strict regulatory compliance with Indonesian rules and international standards while fostering a zero-harm culture.

You will develop policy, manage risk-based safety programs, conduct audits, lead investigations, and coordinate ERP readiness and stakeholder reporting to executives and government bodies in Kalimantan.

Qualifications

• Bachelor's or Master's degree in Engineering, OH&S, or a related field.
• Minimum 10–12 years of HSE experience, with 5+ years in a managerial role in oil & gas/refinery.
• Professional certifications such as NEBOSH IGC/Diploma, CSP, or ISO Lead Auditor.
• Strong knowledge of Indonesian regulations (MIGAS, KLHK, Disnaker) and PROPER/AMDAL.

• HSE Culture & Training: Drive a proactive safety culture through education, permits, and engagement.
• Reporting & Stakeholder Relations: Report HSE performance to executives and government bodies.

Job description

The HSE Department Head will lead, strategize, and oversee the implementation of all Health, Safety,

and Environmental management systems across the company's refinery operations in East Kalimantan & West Kalimantan. This role ensures total compliance with Indonesian regulations and

international oil & gas standards, driving a zero-harm culture, minimizing environmental impacts, and

mitigating high-risk hazards inherent to refinery processes.

Key Responsibilities

• Strategic Leadership: Develop, implement, and continually improve the company's HSE management systems, policies, and procedures tailored specifically for refinery operations.
• Regulatory Compliance: Ensure absolute compliance with all local and national Indonesian regulations (AMDAL, PROPER, SMK3) as well as international frameworks (OSHA, ISO 14001, ISO 45001).
• Risk Management & Process Safety: Oversee Process Safety Management (PSM), HAZOP/HAZID studies, and risk assessments to mitigate catastrophic refinery risks such as fires, explosions, and toxic leaks.
• Multi-Site Oversight: Actively manage and align safety standards refinery facilities, conducting regular audits and site inspections.
• Incident Investigation: Lead thorough investigations into any incidents, near-misses, or environmental deviations using root-cause analysis (RCA), ensuring effective corrective and preventive actions (CAPA) are enforced.
• Emergency Response & Crisis Management: Establish and test robust Emergency Response Plans (ERP) specifically designed for refinery hazards, coordinating with local authorities and communities in Kalimantan.
• HSE Culture & Training: Drive a strong, proactive safety culture through continuous education, high-risk work permit controls, and employee engagement programs.
• Reporting & Stakeholder Relations: Serve as the primary liaison with government bodies (KLHK, Disnaker, Migas) and present comprehensive HSE performance metrics to executive management.

Key Requirements

• Education: Bachelor's or Master's Degree in Engineering (Chemical, Environmental, Mechanical), Occupational Health & Safety, or a related technical discipline.
• Experience: Minimum of 10-12 years of progressive HSE experience, with at least 5 years in a managerial or head-level capacity strictly within an Oil & Gas Refinery or large-scale petrochemical plant.
• Technical Expertise: Deep operational knowledge of refinery safety, hydrocarbon processing, Process Safety Management (PSM), asset integrity, and hazard zoning (ATEX/IECEx).
• Certifications: Must possess valid professional certifications such as Ahli K3 Umum, Ahli K3 Kimia, or international equivalents (NEBOSH IGC/Diploma, CSP, or certified ISO Lead Auditor).
• Regulatory Knowledge: Proven track record dealing with Indonesian regulatory bodies (MIGAS, Disnaker, KLHK) and managing PROPER or AMDAL documentation.
