Job summary

EBER Petrochemical Group is seeking an experienced HSE Manager to lead our health, safety and environmental management systems at our Cikupa, Banten site. The role focuses on developing and overseeing all HSE activities across construction and operations to achieve a robust safety culture and zero incidents.

You will manage regulatory compliance, conduct site inspections, lead incident investigations, and train personnel while coordinating with regulators and external consultants.

Qualifications

• HSE qualification or certification such as NEBOSH or OHSAS 18001 or equivalent Indonesian credentials.
• Minimum 5–7 years of professional HSE experience in construction, industrial, or heavy engineering environments.
• Experience implementing and managing HSE management systems and regulatory compliance.

Responsibilities

• Develop, implement and maintain HSE policies, procedures and systems per Indonesian regulations and international best practices.
• Conduct site inspections and audits to identify hazards and ensure compliance across projects.
• Investigate incidents, determine root causes, and implement corrective actions.
• Provide HSE training and induction programmes for employees and contractors.
• Liaise with regulatory authorities and external HSE consultants for compliance.
• Manage HSE documentation, permits, and certifications; prepare reports for management.
• Lead development of a positive safety culture and engage employees in HSE initiatives.
• Monitor HSE performance metrics and implement continuous improvement initiatives.
• Coordinate emergency response procedures and ensure staff training.
• Manage contractor HSE performance and ensure adherence to safety requirements.

About the role

We are seeking an experienced HSE Manager to join our team at our Cikupa Banten location on a full-time basis. This is a strategic leadership position with significant responsibility for developing, implementing and overseeing our health, safety and environmental management systems across all construction and operational activities. The HSE Manager will play a crucial role in establishing a strong safety culture, ensuring regulatory compliance and protecting the wellbeing of all personnel on our sites. Reporting to senior management, you will drive our HSE strategy and be instrumental in achieving our vision of zero incidents.

Key responsibilities

• Develop, implement and maintain comprehensive HSE policies, procedures and management systems in accordance with Indonesian regulations and international best practices
• Conduct regular site inspections and audits to identify hazards, assess risks and ensure compliance with HSE standards across all construction projects
• Investigate incidents, accidents and near-misses, determining root causes and implementing corrective and preventative actions to prevent recurrence
• Provide HSE training and induction programmes to all employees and contractors, ensuring awareness of safety protocols and environmental responsibilities
• Liaise with relevant regulatory authorities and external HSE consultants to maintain compliance with legal requirements and industry standards
• Manage HSE documentation, permits and certifications, maintaining accurate records and preparing regular compliance reports for senior management
• Lead the development and promotion of a positive safety culture, encouraging reporting of hazards and fostering employee engagement in HSE initiatives
• Monitor and analyse HSE performance metrics, identifying trends and implementing improvement initiatives to achieve continuous enhancement
• Coordinate emergency response procedures and ensure all personnel are trained in evacuation and emergency protocols
• Manage contractor HSE performance and compliance, establishing clear expectations and monitoring adherence to safety requirements

What we're looking for

• A recognised HSE qualification or certification, such as NEBOSH, OHSAS 18001 or equivalent Indonesian HSE credentials
• Minimum 5-7 years of professional HSE experience, preferably in construction, industrial or heavy engineering environments
• Demonstrated experience implementing and managing HSE management systems and achieving compliance with Indonesian regulatory requirements
• Strong knowledge of construction site hazards, risk assessment methodologies and control measures specific to the construction industry
• Proven ability to conduct effective incident investigations, root cause analysis and corrective action management
• Experience in delivering HSE training programmes and fostering safety culture change within organisations
• Excellent communication and interpersonal skills with the ability to influence and engage stakeholders at all levels
• Strong organisational and record-keeping abilities with proficiency in HSE documentation and reporting
• Fluency in Indonesian and English (written and spoken) is essential
• A proactive, collaborative approach to problem-solving with a genuine commitment to continuous improvement
• Computer proficiency with experience using HSE management software and Microsoft Office applications
