Job summary

Pengiklan Anonim seeks an experienced HSE Department Head to lead Health, Safety, and Environmental management across East and West Kalimantan refinery operations. The role ensures strict regulatory compliance with Indonesian rules and international standards while fostering a zero-harm culture.

You will develop policy, manage risk-based safety programs, conduct audits, lead investigations, and coordinate ERP readiness and stakeholder reporting to executives and government bodies in Kalimantan.

Qualifications

• Bachelor's or Master's degree in Engineering, OH&S, or a related field.
• Minimum 10–12 years of HSE experience, with 5+ years in a managerial role in oil & gas/refinery.
• Professional certifications such as NEBOSH IGC/Diploma, CSP, or ISO Lead Auditor.
• Strong knowledge of Indonesian regulations (MIGAS, KLHK, Disnaker) and PROPER/AMDAL.

Responsibilities

• Strategic Leadership: Develop, implement, and continually improve HSE management systems, policies, and procedures.
• Regulatory Compliance: Ensure absolute compliance with local and national Indonesian regulations and international frameworks.
• Risk Management & Process Safety: Oversee PSM, HAZOP/HAZID, and risk assessments to mitigate refinery risks.
• Multi-Site Oversight: Manage safety standards across refinery facilities, conducting audits and inspections.
• Incident Investigation: Lead investigations into incidents, near-misses, or deviations using RCA and CAPA.
• Emergency Response & Crisis Management: Establish and test ERP for refinery hazards, coordinating with authorities and communities.
• HSE Culture & Training: Drive a proactive safety culture through education, permits, and engagement.
• Reporting & Stakeholder Relations: Report HSE performance to executives and government bodies.
