Job summary

Pengiklan Anonim in Batam, Indonesia seeks an experienced HSE Specialist to lead the health, safety, and environmental management program. You will establish and maintain the HSE system, ensure regulatory compliance, and drive continuous improvement across production and operations.

The role requires practical knowledge of risk assessments, audits, training, and incident investigations, with collaboration across Production, Engineering, HR, and external authorities.

Responsibilities

• Establish and implement the company’s HSE management system.
• Develop documentation for a newly established company/factory including policies and SOPs.
• Ensure compliance with Indonesian K3, environmental, and safety regulations.
• Serve as the Ahli K3 Umum and HSE representative for audits.
• Develop and maintain ISO 45001, ISO 14001 documentation and other systems.
• Conduct HIRADC/JSA and risk assessments for high-risk activities.
• Conduct regular workplace inspections and PPE compliance checks.
• Develop and conduct internal HSE training including induction, chemical safety, PPE, fire safety, and drills.
• Coordinate toolbox talks and safety awareness programs for staff and contractors.
• Develop emergency plans and drills (fire, chemical spills, evacuation, first aid).
• Lead accident investigations, identify root causes, and implement corrective actions.
• Monitor HSE performance via inspections, audits, and KPI tracking.
• Manage HSE records, reports, and regulatory documentation.
• Coordinate with management, Production, Engineering, HR, contractors, customers, and authorities on HSE matters.
• Provide HSE recommendations to improve safety culture and performance.

Job description

· Establish and implement the company’s HSE management system, policies, procedures, and programs.

· Set up the HSE system and required documentation for a newly established company/factory, including policies, SOPs, risk assessments, emergency procedures, and inspection systems.

· Ensure all company operations comply with applicable Indonesian K3, environmental, and industrial safety regulations.

· Act as the company’s Ahli K3 Umum and HSE representative for regulatory requirements, customer audits, and internal/external audits.

· Develop and maintain HSE documentation required for ISO 45001, ISO 14001, and other applicable management systems.

· Conduct HIRADC/JSA and risk assessments for production, maintenance, chemical handling, surface treatment, machinery, electrical work, lifting, working at height, and other high-risk activities.

· Conduct regular workplace inspections and monitor compliance with HSE procedures, PPE requirements, and safe working practices.

· Develop and conduct internal HSE training, including HSE induction, chemical safety, PPE, fire safety, emergency response, working at height, electrical safety, and other relevant safety topics.

· Coordinate and conduct toolbox meetings and safety awareness programs for employees and contractors.

· Develop and implement emergency preparedness and response plans, including fire emergency, chemical spills, evacuation, first aid, and emergency drills.

· Lead accident/incident investigations, identify root causes, and ensure corrective and preventive actions are properly implemented.

· Monitor and evaluate HSE performance through inspections, audits, safety observations, and HSE KPI monitoring.

· Manage HSE records, reports, training documentation, inspection reports, incident reports, and regulatory documentation.

· Coordinate with management, Production, Engineering, HR, contractors, customers, and relevant authorities regarding HSE matters.

· Provide HSE recommendations to management and continuously improve the company’s safety culture and HSE performance.
