The ideal candidate will combine strategic vision with a willingness to directly handle day‑to‑day HR execution, talent recruitment, employee relations, and office administration. Experience working within Chinese State‑Owned Enterprises (SOEs) or mainland cross‑border group structures is highly preferred.

Act as a core liaison between local operations and parent company HR/governance committees, ensuring seamless reporting, policy implementation, and compliance.
Advise executive leadership on workforce planning, organizational design, talent retention, and HR risk management.
Directly execute and manage end‑to‑end recruitment drives for executive, professional, and operational headcount across key business units.
Formulate manpower budgets, draft job specifications, conduct candidate screenings/interviews, and negotiate compensation packages.
Manage cross‑border talent transfer, work visa applications (GEP/ASMTP/TTPS), and onboarding/offboarding workflows.

Foster an inclusive, high‑performing organizational culture, facilitating smooth cross‑cultural integration between Mainland Chinese corporate standards and Hong Kong business practices.
Resolve employee grievances, manage disciplinary procedures, and maintain positive labor relations in strict compliance with the Hong Kong Employment Ordinance.
Drive internal communication initiatives, corporate social responsibility (CSR) projects, and staff engagement events.
Supervise overall office administration, facilities management, procurement, vendor contract negotiations, and health and safety standards.
Oversee administrative budgets, cost‑containment efforts, and asset management processes.
Ensure organizational adherence to statutory regulations, internal controls, and audit requirements.

Hands‑on Mindset: Demonstrated ability to work both at a strategic level and down in the operational details—willing to draft policies, execute recruitment, handle employee issues, and manage admin details directly regardless of seniority.
Legal & Regulatory Expertise: Deep knowledge of the Hong Kong Employment Ordinance, MPF regulations, immigration/work visa regulations, and common employment practices in Hong Kong.
Language Proficiency: Native or near‑native fluency in Mandarin and Cantonese (both spoken and written), alongside professional working fluency in business English.
