Job summary

InfoTech Services (Hong Kong) Limited is seeking a Contract Sr Systems Analyst to support an AI-driven Water Seepage Case Management System project. You will deploy enterprise AI apps using Spring Boot, React Native, and MySQL, and drive real-time analytics with role-based dashboards.

You will lead programmers, perform system analysis, ensure testing and user acceptance, and provide ongoing support, with strong experience in Java, Linux, JBoss, and Oracle RDBMS, plus at least 8 years

Qualifications

• Bachelor’s degree or equivalent in computer science or IT.
• 8+ years post-qualification IT experience, including government work.
• At least 5 years JAVA programming experience; 2+ years Linux administration.
• Experience with MySQL, Oracle RDBMS and JBoss is preferred.

Responsibilities

• Serve a contract assignment under InfoTech's headcount, full-time.
• Implement and deploy enterprise AI applications and AI workspaces.
• Conduct system analysis and design for enhancements of multiple systems.
• Lead programmers to implement enhancements for application systems.
• Prepare and conduct system testing and user acceptance testing.
• Provide ongoing support and maintain procedures with quality assurance.
• Monitor all project phases from feasibility to maintenance; report usage and resource allocation.

AI module for Water Seepage Case Management System (AI-WSCMS2)

The AI module for WSCMS2 is an AI agent application to perform AI-driven case assignment to officer and establish real time data analytics platform with role-based dashboards with different access rights and functions among specific users.

Duties:

Serve a contract assignment under InfoTech's headcount, full-time second to serve the derpartment;

To implement and deploy enterprise agentic AI application or agentic AI workspaces;

To conduct system analysis and design for enhancements of FPCS, MPFPNS, PMIS and iCMS;

To lead programmers to implement enhancements for application systems;

To prepare and conduct system testing and user acceptance of MPFPNS;

To provide on-going support to application systems;

To devise and maintain relevant procedures/guidelines in line with standards;

To carry out quality control and quality assurance, and project management duties as designated by the project manager;

To monitor all phases of computer projects including without limitation to feasibility study, systems analysis and design, procurement and installation of computer systems, programming, implementation, system test, user acceptance test, system nursing and maintenance;

To monitor and report system usage and to recommend and control the allocation of computer resources;

To monitor the performance of subordinates.

Requirement:

Working hours: Normal office hours

Working location: FEHD offices in Hong Kong SAR

Language required: Good written skills in Cantonese and English and fluent in these spoken languages

On call duty: Not required

Technical Skill (Mandatory):

Python Programming Language (36 months)

Spring Boot Framework (36 months)

NGINX Web Server (24 months)

React Native (24 months)

Technical Skill (Optional):

Experience on any of the following aspects would be advantage:

Open WebUI, Dify, n8n or RAGFlow

Qwen, DeepSeek, or other LLMs

RAG, vector databases or knowledge management

DBA in MySQL

Non-Technical Skill (Mandatory):

At least 8 years' post-qualification experience in IT application development

Technical Skills:

At least 5 years' experience in JAVA Programming;

At least 5 years' experience in MySQL;

At least 4 years' experience in Linux System Administration;

At least 3 years' experience in JBoss Application Server;

At least 2 years' experience in Oracle RDBMS.

Non-technical Skills:

At least 2 years' experience in work with the Government;

At least 1 year's experience in vendor management.

Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;

At least 6 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
