Job summary

Responsibilities

• Develop, implement and maintain IT infrastructures, frontend and backend interfaces for systems/platforms, data center, cloud services and migration, big data analysis and video analytics.
• Conduct IT-related procurement, including tender documents, and manage outsourcing with external vendors and R&D centers.
• Establish and evaluate innovative IT solutions (e.g., ArcGIS mobile app) for enforcement works.
• Review system security compliance and conduct security audits of vendor systems.
• Coordinate with government bureaus and external partners on IT policy and roadmap; monitor contractor service quality.
• Hours/venues may vary per department operational needs, including outdoor or onboard work.

Project Nature (T26)

• 1. System Development
• 2. Implementation and maintenance of GPS Platform for Chemical Waste, Clinical Waste and Marine Dumping Controls
• 3. Implementation and Maintenance Support of Smart Surveillance Camera System
• 4. Implementation and Maintenance Support of Real Time Tracking and Monitoring of Vessel (RTTMV), and Development of Front End Mobile Unit (FEMU)
• 5. Implementation, maintenance and cloud migration support of Clinical/Chemical Waste Electronic Consignment System (CWECS)
• 6. Other Systems in relation to Environmental Enforcement Work
• 7. Miscellaneous and ad hoc IT support

Duties

• Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the EPD;
• 1. Develop, implement and maintain IT infrastructures, frontend and backend interface for the systems/platforms, data center, cloud services and migration, big data analysis and video analytics platform, IoT device for the support of illegal disposal of waste;
• 2. Conduct IT-related procurement, including preparation and technical assessment of tender documents, and managing of outsourcing works/services in conjunction with other government Bureaus / Departments, external vendors and R&D centers;
• 3. Establish and evaluate innovative IT solutions and technologies, such as ArcGIS mobile application for enhancement of environmental enforcement works;
• 4. Review system security compliance and conduct security audit to vendor's system and operation;
• 5. Review vendors' supporting services, change procedure and incident escalation;
• 6. Provide advisory on IT policy and development road map for enforcement system; 7. Manage and monitor the contractor's service quality;
• 8. Review and confirm the technical specification of the enhanced FEMU system to assist its rolling out; and 9. Other Job-related Requirements: The hours and venues of work may be varied having regard to the operational needs of the department, including work outdoors or on board.

Requirements

• 1. Degree in Information Technology or related discipline, awarded by a university in Hong Kong; or a degree awarded by an overseas education institution to a Hong Kong resident, equivalent or above
• 2. Proficient in project management, government procurement, system analysis and design as well as application programming
• 3. Possess experience in supervising a team comprising at least two IT members
• 4. Hands-on technical and deployment experience for onsite and remote premise, data center and cloud service
• 5. Experience in managing smart surveillance camera systems and conduct application development for monitoring of illegal disposal waste
• 6. GPS system including but not limited to ArcGIS and GoogleMap systems
• 7. Experience in conducting big data analysis, network and IoT devices monitoring, security evaluation, and services quality assurance on system evaluation. Proficiency in government security and personal data privacy policy
• 8. Manage IT services management processes including Incident, Change, Capacity and Asset Management
• 9. Good analytical mind and problem-solving skills. Strong analytical skills and ability to derive insights from large amounts of data. Experience on use of Business Intelligence tools is preferred.

Technical Skills

• . At least 7 years' experience in Infrastructure (INF);
• . At least 7 years' experience in System Implementation and Maintenance/Support (SIM);
• . At least 4 years' experience in IT Security (ITS);
• . 10 years' experience in Internet/ Intranet (INT) is an advantage;
• . 10 years' experience in Ethernet (ETH) is an advantage;
• . 5 years' experience in Mobile / Wireless Communication (MWC) is an advantage;
• . 5 years' experience in Networking (NET) is an advantage;
• . 5 years' experience in IT Operational Management (OPM) is an advantage;
• . 5 years' experience in PC LAN Support (PLS) is an advantage;
• . 5 years' experience in Wide Area Network (WAN) is an advantage;
• . 3 years' experience in Video Conference Technology (VCT) is an advantage;
• . 3 years' experience in Router Configuration (ROU) is an advantage;
• . 2 years' experience in Geographic Information System (GIS) is an advantage.

Non-technical Skills

• . At least 7 years' experience in project management (PRM);
• . At least 7 years' experience in IT Service Management (SMG);
• . At least 5 years' experience in IT strategy and policy advice (SPA);
• . 5 years' experience in site preparation (SPE) is an advantage;
• . 5 years' experience in helpdesk call handling (HDT) is an advantage;
• . 4 years' experience in work with the Government (GOV) is an advantage.
• - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
• - At least 10 years' post-qualification experience in which at least 4 years' relevant experience in a similar post and in a comparable capacity.
