Job summary

The Hong Kong Academy for Performing Arts (HKAPA) invites applications for a Campus Manager (Facilities Management) reporting to the Head of Campus Facilities. You will oversee all facilities services ensuring a safe, welcoming campus environment across HKAPA campuses.

We seek a seasoned leader with extensive facilities management experience, strong health and safety knowledge, and a track record of transforming operations through digitalisation and process improvements.

Qualifications

  • A recognised degree in Facilities Management, Property Management, Building Surveying, Building Services Engineering, Engineering or a related discipline.
  • At least 10 years of post-qualification facilities management experience, with 3–5 years in supervision.
  • Experience managing outsourced facilities contracts and stakeholder engagement in large organisations.
  • Experience overseeing security, cleaning, landscape maintenance, catering and campus services.
  • Solid knowledge of health and safety, risk management, emergency preparedness and regulatory requirements in Hong Kong.
  • Experience in emergency planning, evacuation procedures and coordination with emergency services.
  • Proven experience in service improvement, process optimisation and operational excellence.
  • Strong leadership, people management and communication skills.
  • Proficiency in English and Chinese

Responsibilities

  • Lead facilities operations across campuses, including security, cleaning, landscaping, catering and car park operations.

Job description

The Campus Manager (Facilities Management) will report to the Head of Campus Facilities and oversee the Academy's facilities services and management functions. The role focuses on operational excellence, health and safety, emergency preparedness, stakeholder engagement and continuous improvement to support a safe, efficient and welcoming campus environment.

Key Responsibilities
  • (a) Facilities Operations and Service Delivery

    Lead the delivery of facilities management services across the Academy's campuses, including security, cleaning, landscape maintenance, catering, car park operations and other campus support services.

  • (b) Health, Safety, Emergency Preparedness and Compliance

    Lead the Academy's health, safety and emergency preparedness programmes, ensuring compliance with statutory and institutional requirements.

  • (c) Service Transformation, Digitalisation and Continuous Improvement

    Review and modernise facilities management policies, procedures and workflows to improve efficiency, accountability and service quality. Champion process optimisation, digitalisation and technology adoption, and foster a culture of innovation, ownership and continuous improvement among facilities staff and service providers.

  • (d) Contract and Vendor Management

    Manage outsourced facilities services contracts, caterers, including procurement, contract administration, budget control and performance monitoring.

  • (e) Stakeholder Engagement and Cross-functional Collaboration

    Partner with academic schools, administrative departments, venue users and service providers to understand operational needs and enhance the campus experience.

  • (f) Leadership and Team Management

    Lead and develop facilities management staff and service teams, fostering a culture of professionalism, accountability, customer focus and continuous improvement.

  • (g) Other Duties

    Perform any other duties as assigned by supervisors and senior management of the Academy.

Requirements
  • (a) A recognised degree in Facilities Management, Property Management, Building Surveying, Building Services Engineering, Engineering or a related discipline;
  • (b) Normally, at least 10 years' relevant post-qualification experience in facilities management, campus operations, property management or related fields, of which at least 3-5 years must include substantial supervisory and management responsibilities;
  • (c) Proven experience in managing facilities operations, outsourced service contracts and stakeholder engagement within a large and complex organisation;
  • (d) Experience in overseeing security, cleaning, landscape maintenance, catering, car park operations and other campus support services;
  • (e) Sound knowledge of occupational health and safety requirements, risk management, emergency preparedness, incident response and relevant statutory requirements in Hong Kong;
  • (f) Experience in emergency planning, evacuation procedures, fire safety management and coordination with emergency services and regulatory authorities;
  • (g) Demonstrated experience in service improvement, process optimisation, workflow transformation or operational excellence initiatives;
  • (h) Strong leadership, people management, organisational and problem-solving skills;
  • (i) Excellent communication, stakeholder management and customer service skills; and
  • (j) Good command of written and spoken English and Chinese.

The following will be considered an advantage:

  • (a) Membership of relevant professional institutions such as HKIFM, HKIH, CIH, HKIS, HKIE, CIOB, RICS or equivalent;
  • (b) Experience gained in tertiary education institutions, performing arts venues, theatres, auditoria, cultural institutions or other multi-purpose facilities;
  • (c) Experience in facilities management systems, including Computerized Maintenance Management Systems (CMMS), workflow automation, digitalisation initiatives, smart campus technologies, sustainability programmes and ESG-related projects; and
  • (d) Professional qualifications or training in occupational safety and health, emergency management, business continuity management, security management or related disciplines.
TERMS OF APPOINTMENT

Appointment will be on a two-year renewable contract, subject to performance and mutual agreement. A gratuity payment may be granted upon satisfactory completion of the full contract. Fringe benefits include leave, medical, and dental benefits. The starting salary will be commensurate with qualifications and experience.
