Job description

This position will monitor and report on some of our largest and most significant investments. Projects which will bring big benefits to our customers and the environment.

You will need to combine reporting rigour with strong communication skills.

We have agreed to deliver certain improvement activities within gated allowances; these regulatory mechanisms require quarterly reporting of progress and have strict rules around what work must be delivered for our customers.

The Reporting Manager will produce our quarterly reports and work with the business and external assurance providers to promote clear and accurate information transfer to both our regulators and internal steering groups.

What you’ll be doing as a Reporting Manager
  • Prepare and lead regulatory submissions to Ofwat, including quarterly reports for AMP7 gated capex projects (e.g., LWI, WSSRP) and new requirements linked to AMP8.
  • Support consistency of messaging in major submissions such as the Annual Performance Report (APR), Price Review documents (AMP8 PCDs, Performance Commitments, PR29)
  • Work with the Head of External Reporting to make sure the External Regulatory Reporting Framework is understood and complied with by the business
  • Define project scope, outputs, and delivery plans aligned with regulatory requirements
  • Monitor and manage partner performance and collaborate to achieve exceptional results
  • Provide commercial oversight, approving project scopes and consultant quotes within delegated authority limits
  • Build and maintain trusted relationships with regulators, proactively addressing concerns and demonstrating Thames Water’s commitment to transparency and compliance
  • Work to encourage the development of well documented controls and governance processes around the production of regulatory data and reports. Supporting and coaching the business in developing risk‑based processes and help teams to prepare for audit
  • Embed assurance best practices across the business by mentoring colleagues and promoting robust processes for data collection, validation, and reporting (strengthen line one and two controls)
  • Act as a delegate for the Director of Regulatory Reporting and Assurance in steering groups, regulator meetings, and internal assurance strategy decisions.
  • Monitor regulatory developments and industry trends, assessing their impact on Thames Water’s assurance and reporting obligations.
Location & Hours

Hybrid – Clearwater Court, Reading

36 hours a week

To thrive in this role, the essential criteria you’ll need is:

  • Proven experience in regulatory reporting or corporate communication in a regulated environment, strategy, or compliance roles— ideally within utilities or other regulated sectors
  • Familiarity with Ofwat expectations, PR24 frameworks, and AMP8 delivery challenges
  • Lead PMO for regulatory (non‑construction) projects characterised by immovable deadlines
  • Commercial awareness and experience managing consultant relationships
  • Skilled in developing governance documents (e.g. SLAs, policies, Terms of Reference) and assurance reporting cycles
  • Proficient in programme planning, resource mapping, and delivery tracking tools (e.g. MS Project, Power BI, or equivalent)
  • A track record of building and maintaining effective relationships at different levels in the organisation whilst maintaining independence and tenacity of approach
  • Demonstrates strategic influence, collaborative leadership, and adaptive communication to align stakeholders, shape assurance direction, and drive meaningful engagement across diverse audiences
  • Models accountability and integrity by taking ownership of assurance outcomes, upholding transparency, and acting as a trusted steward of Thames Water’s regulatory credibility and delivery confidence
  • Analytical mindset with the ability to interpret complex data and regulatory requirements. Strong attention to detail, with the ability to progress multiple work‑streams simultaneously
  • Excellent stakeholder management and communication skills, with experience influencing senior leaders and external partners
What’s in it for you?
  • Competitive salary up to £75,000 per annum, depending on experience
  • Annual Leave – 26 days holiday per year increasing to 30 with the length of service (plus bank holidays)
