Job summary

Rotherham Metropolitan Borough Council is seeking an experienced Programme Manager to lead a corporate programme management framework and a major commissioning programme. The role involves shaping governance, ensuring value for money, and delivering complex transformation across services.

You will report to the Director of Policy, Strategy and Engagement and collaborate with senior leaders, Elected Members and partner organisations to drive outcomes and compliance.

Qualifications

• Significant experience leading large-scale programmes and projects.
• Experience developing programme management frameworks, controls and governance arrangements.
• Strong stakeholder management across multiple organisations at senior levels.
• Experience working with procurement, finance and legal teams to achieve compliant outcomes.
• Excellent communication skills, including reports to senior leaders and Members.
• Strong governance, assurance, risk management and decision-making understanding in the public sector.

Responsibilities

• Lead a complex programme of strategic commissioning activity from initiation through to contract award and mobilisation.
• Establish programme governance with reporting, risk, issues and dependency management.
• Collaborate with senior stakeholders across Finance, ICT, Legal, Procurement and operations.
• Ensure programmes stay on track through prioritisation, planning and performance management.
• Provide strategic advice and recommendations to senior leadership and Elected Members.
• Lead market engagement and development of commissioning documentation and evaluation processes.
• Drive accountability and continuous improvement in programme delivery.
