Job summary

Hatched Recruitment Group is seeking a Senior Project Manager to lead transformation and change initiatives within a local authority context. You will own complex programmes from conception to delivery, ensuring benefits realisation and alignment with senior leadership.

The role focuses on cross-service delivery, governance, and mentoring junior PMs, with emphasis on robust planning, budget control and stakeholder management.

Qualifications

• Proven experience delivering high-complexity projects from conception through to completion.
• Strong project and programme management knowledge, with experience using structured methodologies such as PRINCE2, Agile or similar.
• Experience managing project teams and working with senior stakeholders.
• Strong knowledge of risk, issue, budget, resource and benefits management.
• Excellent analytical and problem-solving skills.
• The ability to interpret complex information and turn it into clear plans, reports and recommendations.
• Experience developing business cases and options appraisals.
• Strong communication, negotiation and stakeholder management skills.
• A degree, equivalent qualification or significant relevant professional experience.
• A formal project/transformation qualification such as PRINCE2, MSP or APM would be advantageous.
• Experience within local government or the wider public sector would be beneficial, as would experience delivering enterprise system projects, financial savings programmes or large-scale organisational transformation.

Responsibilities

• Leading complex transformation and change projects and programmes across multiple services and stakeholders.
• Developing project plans, business cases, project documentation and benefits realisation plans.
• Managing project budgets, resources, risks, issues, dependencies and changes.
• Working closely with senior stakeholders, project sponsors, governance boards and external suppliers.
• Providing clear progress reporting and recommendations to senior management.
• Leading project teams and line managing Project Managers and Project Management Assistants.
• Matrix managing internal and external project resources where required.
• Identifying opportunities for service improvement, efficiencies and recurrent savings.
• Challenging existing processes and developing practical, evidence-based solutions.
• Supporting the successful implementation and adoption of organisational change.
• Coaching and mentoring less experienced project management colleagues.
• Ensuring projects follow appropriate project and programme management methodologies and governance standards.
