This is a high-impact position where you'll develop innovative financial sustainability tools, provide strategic analysis, and advocate for fair regulatory frameworks. If you thrive on complex challenges, have exceptional analytical skills, and can turn technical concepts into clear, compelling narratives, we'd love to hear from you.

If you're a financial economist in the public sector or consultancy ready to move into industry, or a finance expert from another regulated sector eager to explore new challenges, this role offers an exciting opportunity to broaden your horizons.

What You'll Be Doing
  • Provide strategic analysis on financial sustainability and efficiency to support Royal Mail's submissions for major regulatory reviews, including the 2027 Regulatory Review.
  • Prepare responses to Ofcom consultations, preparing evidence-based submissions and engaging internally to present the regulatory financial perspective.
  • Help to deliver a regulatory financial sustainability assessment toolkit, including a forward-looking framework to signpost when further USO reform may become necessary.
  • Ensure compliance with Ofcom's regulatory financial reporting framework, working closely with finance and operations teams.
  • Checking regulatory financial submissions, ensuring they are accurate, complete, and delivered on time.
  • Working with the wider business, including senior executives, explaining complex regulatory financial concepts in a clear, non-technical manner.
  • Provide ad hoc strategic regulatory analysis and support as required.
About You
  • Proven experience in economics and/or financial analysis within a regulated industry (desirable) or commercial setting.
  • Strong knowledge of regulatory finance, including cost allocation methodologies, sustainability modelling, and efficiency benchmarking.
  • Experience preparing regulatory financial statements and/or submissions to UK regulators.
  • Skilled in advocacy with UK regulators, including written and oral submissions.
  • Degree in economics, finance, accounting or a related subject and/or accounting qualification.
  • Excellent project planning and communication skills (written and verbal).
  • (Desirable) Understanding of UK postal regulation, including USO, QoS, and financial reporting.
