Senior Project Manager - Finance and Business Management - 31005

We have an exciting opportunity to lead in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.

You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation, remove barriers, and ensure value for money.

We seek someone with a proven track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.

Key Tasks:
  • Understanding the financial and economic cases underpinning the programme’s business case and spending review bids.
  • Aligning programme deliverables with strategic objectives and owning the change control process.
  • Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
  • Managing queries from senior stakeholders and delivering regular financial and programme reporting across EA, Defra, and external suppliers.
  • Supporting investment and funding activities with the Programme Manager and Director.
  • Ensuring adherence to governance and assurance requirements.
  • Supporting ongoing business management through whole life cost allocations.
The Team:

The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation, shaping digital services that transform regulatory processes. You will work with a multidisciplinary team, including Defra shared services and third-party suppliers, to deliver user-centered online services and digital platforms that are efficient, simple, and fast.

Experience and Skills Required:
  • Experience in fast-paced, dynamic programmes.
  • Extensive digital skills (Microsoft Excel, SharePoint, PowerBI, etc.).
  • Experience managing complex financial information.
  • Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
  • Experience with business cases, EA and Defra approval processes, and change control.
  • Awareness of governance around spend control and assurances.
  • Proven ability to lead, engage stakeholders, and drive innovation and best practices.
