Senior Project Manager - Finance and Business Management - 31005

We have an exciting opportunity to lead strategic planning and business management within the largest digital transformation programme in the Environment & Business directorate. The Regulatory Services Programme aims to deliver digital services that will revolutionize environmental regulation.

You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme. Your role will support risk mitigation, issue resolution, and barrier removal to ensure alignment with the business case and deliver value for money.

We seek someone with a proven track record in managing complex financial data, collaborating to maximize value for money, and influencing ongoing investments.

Key tasks include:

  • Understanding financial and economic foundations of the Programme’s business case and bids.
  • Aligning programme deliverables with strategic objectives and owning change control processes.
  • Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value.
  • Managing stakeholder queries and delivering regular financial and programme reports across EA, Defra, and external suppliers.
  • Assisting in investment and funding activities, ensuring adherence to governance and assurance standards.
  • Supporting business management through whole-life cost allocations.

The team:

The Digital, Innovation and Programmes team oversees the Digital Strategy and its execution across E&B, shaping the delivery of digital services to transform regulation.

You will collaborate with multidisciplinary teams, shared services, and third-party suppliers to develop user-centered online services and digital platforms that are efficient, simple, and fast.

Essential/beneficial experience and skills:

  • Experience working in fast-paced, dynamic programmes.
  • Proficiency in Microsoft products (Excel, SharePoint, PowerBI, etc.).
  • Experience managing complex financial data.
  • Understanding of organizational financial, planning, and budgeting processes, including charge funding, CDEL, and RDEL.
  • Experience with business cases, approval routes, and change control within EA and Defra.
  • Knowledge of governance around spend control and assurance processes.
  • Proven ability to lead work areas, engage stakeholders, and drive innovation.
